Job summary

Hampshire and Isle of Wight Fire and Rescue Service is seeking an experienced Devolution Transition Programme Manager to lead the planning and delivery of a major transition as fire and rescue functions move into the new Hampshire and Solent MCCA.

You will work across organisational boundaries, align priorities, manage risks and ensure delivery on time and within budget, with strong governance and relationships with senior leaders and partner organisations.

Qualifications

• Significant experience leading large-scale programmes or change initiatives.
• Excellent stakeholder management and influencing skills, including with senior leaders.
• Strong governance, reporting and risk management expertise.
• Ability to manage multiple priorities through complexity and ambiguity.

Responsibilities

• Lead the delivery of a complex devolution transition programme across multiple workstreams.
• Establish and maintain programme governance, reporting and assurance arrangements.
• Manage risks, issues, dependencies and escalations across the programme.
• Collaborate with senior internal and external stakeholders to drive progress and resolve challenges.
• Support development of business cases, programme reports and decisions papers.
• Oversee programme budgets and ensure robust financial management.
• Identify resource requirements and shape delivery capacity.
• Line manage programme team members and lead matrix teams where needed.
• Build strong relationships with partners, suppliers and advisers.
