Vivid Resourcing Ltd in Chelmsford is seeking an experienced Development Management Delivery Consultant on an interim basis to move live planning applications through validation to determination, ensuring timely and policy-compliant decisions.

You will own your caseload, assess proposals against policy, conduct site visits, write clear officer reports, negotiate improvements, and liaise with applicants, consultees and the public.

• Substantial experience in development management with diverse caseloads.
• Strong understanding of the National Planning Policy Framework and related policy.
• Ability to work independently, prioritise, and meet deadlines.
• Strong report writing, negotiation and communication skills.
• Experience with planning case management systems.

About the role

Our client is looking for a Development Management Delivery Consultant to join its team in Chelmsford on an interim basis. The role focuses on moving a live caseload of planning applications through to determination, keeping decisions timely, well reasoned and in line with policy.

The successful candidate will take ownership of their own applications from validation to decision. That includes assessing proposals against national and local planning policy, engaging with applicants, agents and consultees, and writing clear reports that set out the planning balance. You will be expected to make confident, defensible recommendations and to manage your workload against statutory deadlines.

The organisation needs someone who can settle in quickly and contribute from the outset. You will work alongside colleagues across the wider planning function, supporting delivery of the service and maintaining quality while the caseload moves forward.

Requirements

• Substantial experience in development management, handling a varied caseload of applications
• Sound knowledge of the National Planning Policy Framework, planning legislation and the decision-making process
• Ability to work independently, prioritise a busy workload and meet deadlines
• Strong report writing, negotiation and communication skills
• Confident use of planning case management systems
• Eligibility to work in the UK
• Able to work from the Chelmsford location

The offer

This is an interim position based in Chelmsford. Rate, start date and duration are to be confirmed with candidates. You will join an established planning team and take on a live caseload from the start of the assignment.
