Job summary

Carrington Blake Recruitment is seeking an experienced Development Control Engineer for a hybrid role in Colindale, London Borough of Barnet. You will assess highway impacts of developments, manage highway agreements and ensure designs are approved and adopted in line with standards.

The role involves highways engineering, development management, stakeholder engagement, site inspections and project delivery within a busy local authority environment. UK driving licence is required.

Qualifications

• ONC/HNC or equivalent in Civil Engineering, Highway Engineering, Transportation Engineering or a related discipline.
• Degree-level qualification is desirable.

Responsibilities

• Assess the highway and transport implications of planning applications and development proposals.
• Manage S38, S278 and S184 highway applications and highway agreements.
• Review and technically approve highway designs, construction details and supporting information.
• Negotiate with developers, consultants, contractors and legal representatives on highway matters.
• Provide specialist highways advice to planning officers and other stakeholders.
• Prepare technical reports, correspondence, cost estimates and engineering assessments.
• Undertake site inspections and monitor highway works to ensure compliance with approved designs and specifications.
• Support the completion and adoption of new highway infrastructure.
• Manage highway licences and support Stopping Up Orders where required.
• Maintain accurate records of applications, agreements, bonds, deposits, fees and financial contributions.
• Monitor budgets, invoices and service income and contribute to performance reporting.
• Support the Senior Development Control Engineer and deputise when required.
• Ensure all work complies with relevant highways legislation, standards, health and safety and corporate requirements.

Development Control Engineer

About the Role

We are seeking an experienced Development Control Engineer to join the Highways Development Control team within the Environment Directorate.

You will be responsible for assessing the highway and transport impact of development proposals, managing developer-led highway agreements and ensuring that new highway infrastructure is designed, constructed and adopted in line with relevant legislation, standards and specifications.

The role offers a varied mix of highways engineering, development management, stakeholder engagement, site inspections and project delivery within a busy local authority environment.

Essential Requirements

• ONC/HNC or equivalent in Civil Engineering, Highway Engineering, Transportation Engineering or a related discipline.
• Degree-level qualification is desirable.
• Minimum 2 years’ post-graduate experience in a relevant engineering/highways environment.
• Strong experience managing S38 and S278 highway schemes, including technical approval and adoption.
• Experience assessing planning applications from a highways perspective.
• Experience inspecting or supervising highway works and contractors.
• Good understanding of highways legislation, policies, standards and specifications.
• Experience providing technical advice to developers, consultants and other stakeholders.
• Strong communication, negotiation and stakeholder management skills.
• Ability to manage multiple schemes and competing priorities.
• Good understanding of construction health and safety requirements.
• Full UK driving licence or ability to travel throughout the borough.

Ideal Candidate

The ideal candidate will be a technically strong highways professional with proven experience in development control and developer-led highway schemes.

You should be confident managing S38/S278 agreements, reviewing highway designs, dealing with developers and consultants, carrying out site inspections and taking schemes through to completion and adoption.
