Deputy Head of Service – Greater Manchester Victim Services

Salary: £35,874 – £40,508 per annum
Contract Type: Permanent
Working Hours: Full-time, 37.5 hours per week

About the Role A unique opportunity has arisen for a compassionate and driven Deputy Head of Service to join our client’s growing Greater Manchester Victim Services (GMVS) team. This trauma-informed service provides vital emotional and practical support to victims and witnesses of crime and anti-social behaviour across the region.

Reporting to the Head of Service, the successful candidate will be responsible for the operational leadership and day-to-day delivery of the service. You will line manage Team Leaders and administrative staff, oversee recruitment and supervision, and ensure consistent, high-quality support is delivered to service users across all locations.

This role involves close collaboration with Greater Manchester Police (GMP), local authorities, health services, and community partners to maintain strong referral pathways and uphold a joined-up response for victims and witnesses.

Key Responsibilities
  • Manage the operational delivery of GMVS, ensuring services are accessible, consistent, and of high quality.
  • Line manage Team Leaders and administration staff to promote high performance, wellbeing and development.
  • Lead recruitment, onboarding, training and supervision of frontline teams.
  • Embed robust safeguarding and risk management practices across the service.
  • Oversee service performance, reporting and data analysis in line with contractual KPIs.
  • Build and maintain strategic relationships with key partners, including GMP and other statutory or voluntary agencies.
  • Support the Head of Service in continuous improvement planning and service development.
  • Promote a collaborative and trauma-informed culture focused on empowering those affected by crime.

What We’re Looking For
  • GCSEs in English and Maths or equivalent qualifications.
  • Experience managing or leading teams in fast-paced, public-facing services.
  • Background working with vulnerable people in multi-agency environments.
  • Skilled in safeguarding, performance oversight, and risk management.
  • Effective communicator with excellent organisational and IT skills.
  • Full UK Driving Licence and access to a vehicle for work use.
  • Eligible for NPPV Level 2 vetting and enhanced DBS clearance.
  • Must have lived in the UK for the past 3 years (with limited exceptions).
Desirable
  • A recognised management qualification (or willingness to undertake one).
  • Knowledge of victim support systems and the wider criminal justice framework.
  • Familiarity with trauma-informed or restorative approaches.
