Band 8a -£50, - £57, per annum, pro rata if part-time

Hours: 37.5 per week, all MKUH roles will be considered for flexible working

We are looking to recruit a dynamic individual to join our Procurement team in delivering a high-quality procurement service to the Trust.

The successful candidate will have experience of conducting tendering processes within a public sector organisation and therefore have good knowledge of the Public Contracts Regulations . Also should have extensive experience of managing a team.

You will be a skilled negotiator, able to influence and manage internal customer expectations as well as maintaining good supplier relationships. You will have excellent communication and presentation skills, be results focussed with a track record of savings and benefits delivery.

Main duties of the job

The Deputy Head of Procurement has a degree of autonomy to manage their own workload on a day-to-day basis and will be responsible for acting substantially on their own initiative with broad direction set by the Head of Procurement.

Contribute to the development of the procurement strategy and work plans to ensure compliance with and achievement of the trust’s overall objectives.

Deliver a highly effective, compliant and customer focussed procurement services which meet the trust’s requirements, including the Cost Improvement Plan (CIP) targets for areas of responsibility.

Lead, support, mentor and develop the materials management team, buying team, procurement analyst, print room operative, procurement admin assistant and receipt and delivery team in ensuring the delivery of highly effective and efficient customer focused procurement services.

Contribute to the development of promoting excellent customer relationships, balancing commercial and clinical considerations in the purchasing of products and services, and ensuring these are imbedded into contractual agreements.

Lead on monitoring, measuring and recording the performance of the procurement and supply chain function against key result areas as outlined in the procurement strategy and work plans, and contribute to regular reports for trust committees and boards.

Lead the external accreditation for the procurement team.

Detailed job description and main responsibilities

To deputise as necessary for the Head of Procurement, managing day to day procurement issues, attending meetings, seminars, and representing the trust at regional and national procurement forums.

Sourcing

  • Work with the procurement analyst to identify sourcing strategies for the procurement business partners to work on with their respective divisions.
  • Work closely with other NHS organisations and agencies to implement any changes within the supply chain as directed by Department of Health in order to achieve cost effective supply solutions
  • Support the Head of Procurement in ensuring the Trust is compliant with all legislative and regulated requirements relating to contracting and procurement within the sector.
  • Provide expert advice and guidance on procurement issues to all staff, ensuring that appropriate procurement processes are adopted in all cases and that published tender documentation is compliant with law, is fair and transparent, and promotes fair competition.

Contracts

  • Ensure that the Trust’s electronic procurement contracts register system is managed and maintained in a timely manner, by working with the Procurement Business Partners (PBP’s) ensuring that data records are current and accurate.
  • Responsible for ensuring that the contracts system is updated and lead on any system changes as require.
