Deputy Director Programme Management and Operations

Location: London, Birmingham, Bristol, Cardiff, Darlington, Edinburgh, and Salford with occasional travel required.

Employment Type: 2-year Fixed Term. Flexible working, Full-time, Job share, Part-time.

Job summary

We are seeking an experienced Programme and Operations Deputy Director to oversee the delivery of new services, working closely with external experts and Subject Matter Experts across DSIT and partners. You will partner with Commercial colleagues to manage multiple large contracts.

Your responsibilities include leading planning and delivery, overseeing work streams, managing dependencies, and ensuring project governance. You will work with stakeholders to manage risks, issues, assumptions, and dependencies, ensuring the delivery of project outputs and benefits.

Key Responsibilities include but are not limited to:
  • Creating and translating vision into delivery objectives.
  • Leading internal and external stakeholder relationships, providing advice and assurance to senior stakeholders.
  • Monitoring and managing dependencies, resolving issues across the programme.
  • Providing guidance on programmatic ways of working.
  • Leading risk and issue management, ensuring mitigations are in place.
  • Ensuring benefits are realized through planning and design.
  • Overseeing programme performance and governance frameworks.
  • Defining project scope, deliverables, timelines, resources, and budgets.
  • Establishing roles, responsibilities, controls, and approval routes.
  • Representing the programme and deputising for the Programme Director as needed.
Person specification

The ideal candidate will have experience leading complex projects and programmes, with strong project management skills. You should demonstrate:

  • Ability to build productive relationships with stakeholders and team members.
  • Influence and impact in decision-making.
  • Independent working skills in planning, governance, and risk management.
  • Experience in motivating and mentoring colleagues.

Experience in managing large programmes or designing shared services (Finance, HR, Procurement) is advantageous.

Qualifications

Qualifications or significant experience aligned with the Civil Service Project Delivery Capability Framework for a Programme Manager SCS1 Role, such as:

  • Managing Successful Programmes Advanced Practitioner
