Job summary

HS2 Ltd is seeking a Data Scientist to support the Project Controls team in Birmingham. The role focuses on building robust data models and dashboards to deliver timely insights that inform decision-making across time, cost, risk, change and quality.

You will work with large datasets, perform root cause analysis, and contribute to a robust performance measurement framework including Earned Value Management. This is a hands-on data role within a major infrastructure program.

Qualifications

• Membership of relevant professional associations (e.g., RICS, ACostE, ICES) or equivalent experience.
• Ability to analyse external factors such as inflation and market trends.
• Proficiency in Power BI and Excel to develop dashboards and extract insights.

Responsibilities

• Assist in developing a benchmarking database and reporting process.
• Develop and maintain data models to support interactive dashboards for management insights.
• Analyze project controls processes and client workflows to document business processes.
• Prepare regular and ad-hoc reports, ensuring quality and timeliness for leadership reviews.
• Support PMB and KPIs reporting across time, cost, risk, change and quality.
• Contribute to Earned Value Management implementation and integration into reporting.
• Integrate schedule, cost, scope, quality, change and risk data for a comprehensive project health view.
• Share lessons learned within the Project Controls community.
• Support production of MI and progress reports at Contract/Phase/HS2 Programme levels.

• Assist in the development of a comprehensive benchmarking database and contribute to the reporting process to deliver timely, accurate insights that support informed decision-making.
• Responsible for developing and maintaining robust data models that support interactive dashboard visualizations, enabling management to identify key issues and take informed action through root cause analysis evaluation.
• Analysing construction project control processes and interrogating client workflows to design and document business processes with a focus on digital transformation.
• Responsible for periodic and ad-hoc reporting, taking ownership for its quality, accuracy, and robustness, and ensure the monthly project review pack is compiled and presented to the leadership team on time.
• Support the Senior Project Controls Data Analyst to establish, monitor, and manage the Performance Measurement Baseline (PMB) and periodically collate KPIs & progress data related to time, cost, risk, change and quality to report to senior leaders of the project.
• Contribute to the development and implementation of a robust performance measurement system such as Earned Value Management and ensure its integration into periodic reporting frameworks.
• Support the integration of schedule, cost, scope, quality, change, and risk data to deliver a comprehensive view of project health and analyse the insights within the monthly reporting pack to enable timely and informed decision-making.
• Share lessons learned and best practice within the Project Controls community.
• Support the Senior Data Analyst in the production of regular and ad-hoc MI and progress reports at the relevant level (Contract, Phase or HS2 Programme).
• Manage large volumes of data and the analysis of performance data, identifying key trends and issues, articulating analysis through appropriate charts and summary narratives, to inform business decisions.
• Manage large volumes of cost data from both internal and external sources and will be responsible for converting this into meaningful intelligence.
• Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

Skills

About You

• Membership of RICS, ACostE, ICES, or a similar relevant professional association, and degree qualified or equivalent experience, or achieved NVQ Level 2 in Project Controls. Additional certifications such as APM PFQ, PMQ, or EVM are highly desirable.
• Ability to develop an analysis of external influencing factors such as inflation and market trends.
• Proficient in Power BI and MS Excel, with experience working across varied complex datasets to develop interactive dashboards and extract meaningful business and performance insights.

Knowledge

• Knowledge of the Microsoft Power Suite of applications, able to use Power Apps, Power Automate and Power BI to build input forms, develop workflow processes and generate attractive & interactive visualisation.
• Working knowledge of schedule management, cost management and risk management principles.
• Ability to manage stakeholders and information flow in a matrix environment, possessing a strong aptitude toward working horizontally across business areas, providing specialist advice as required.
• Knowledge of transport, energy, major infrastructure, or construction projects (under NEC Forms of Contract), specifically surrounding client and consultancy.

Type Of Experience

• Proven experience in Project Controls and Data Analysis, delivering key products within large-scale infrastructure projects and applying hands‑on methodologies to support successful project delivery.
• Proven experience in transforming and structuring large datasets using Power Query, and skilled in advanced data analysis with DAX (Data Analysis Expressions) for generating deep insights and calculations.
• Expertise in Advanced Excel, including complex formulas, pivot tables, data visualization, and automation to support robust data analysis and reporting.
