Job summary

HS2 Ltd is hiring a Senior Data Analyst to support the Head of Data Intelligence, delivering accurate data analysis, modelling and reporting to inform investment decisions and drive performance across the Data Intelligence Team.

You will lead development of dashboards, models and KPI frameworks, working to transform data processes and enable timely, evidence-based decision making across major infrastructure projects.

Qualifications

• Membership of RICS, ACostE, ICES or similar association; NVQ Level 2 in Project Controls; additional certifications like APM PFQ/PMQ/EVM desirable.
• Ability to analyse external factors such as inflation and market trends.
• Proficient in Power BI and MS Excel; develop interactive dashboards across complex datasets.

As a Senior Data Analyst at HS2 Ltd, you will support the Head of Data Intelligence by delivering accurate and timely data analysis, modelling, and reporting. Your work will generate valuable insights that inform investment decisions and drive performance improvements across the Data Intelligence Team.

About The Role

• Lead in the development of a comprehensive benchmarking database and contribute to the reporting process to deliver timely, accurate insights that support informed decision-making.
• Provide leadership to the Data Intelligence team by setting individuals' objectives, reviewing performance, undertaking appraisals and providing ongoing feedback on a formal and informal basis, to ensure all staff are aware of what they are required to achieve and how they are performing against their objectives.
• Responsible for developing and maintaining robust data models that support interactive dashboard visualizations, enabling management to identify key issues and take informed action through root cause analysis evaluation.
• Analysing construction project control processes and interrogating client workflows to design and document business processes with a focus on digital transformation.
• Responsible for periodic and ad-hoc reporting, taking ownership for its quality, accuracy, and robustness, and ensure the monthly project review pack is compiled and presented to the leadership team on time.
• Support the Data Analyst and the Head of Data Intelligence to establish, monitor, and manage the Performance Measurement Baseline (PMB) and periodically collate KPIs & progress data related to time, cost, risk, change and quality to report to senior leaders of the project.
• Contribute to the development and implementation of a robust performance measurement system such as Earned Value Management and ensure its integration into periodic reporting frameworks.
• Support the Data Analyst in the integration of schedule, cost, scope, quality, change, and risk data to deliver a comprehensive view of project health and analyse the insights within the monthly reporting pack to enable timely and informed decision-making.
• Share lessons learned and best practice within the Programme and Project Controls community.
• Support the Head of Data Intelligence team in the production of regular and ad-hoc MI and progress reports at the relevant level (Contract, Phase or HS2 Programme).
• Manage large volumes of data and lead the analysis of performance data, identifying key trends and issues, articulating analysis through appropriate charts and summary narratives, to inform business decisions.
• Manage large volumes of cost data from both internal and external sources and will be responsible for converting this into meaningful intelligence.
• Support the Data Analyst to provide meaningful analysis, reports and intelligence.

Skills

About You

• Membership of RICS, ACostE, ICES, or a similar relevant professional association, and degree qualified or equivalent experience, or achieved NVQ Level 2 in Project Controls. Additional certifications such as APM PFQ, PMQ, or EVM are highly desirable.
• Ability to develop an analysis of external influencing factors such as inflation and market trends.
• Proficient in Power BI and MS Excel, with experience working across varied complex datasets to develop interactive dashboards and extract meaningful business and performance insights.

Knowledge

• Knowledge of the Microsoft Power Suite of applications, able to use Power Apps, Power Automate and Power BI to build input forms, develop workflow processes and generate attractive & interactive visualisation.
• Working knowledge of schedule management, cost management and risk management principles.
• Ability to manage a team of Project Controls Data Analysts, stakeholders and information flow in a matrix environment, possessing a strong aptitude toward working horizontally across business areas and vertically to senior levels of management, providing specialist advice as required.
• Knowledge of transport, energy, major infrastructure, or construction projects (under NEC Forms of Contract), specifically surrounding client and consultancy.
• A continuous improvement mindset.

Type Of Experience

• Proven experience leading Project Controls and Data Analysis teams, delivering key products within large-scale infrastructure projects and applying hands‑on methodologies to support successful project delivery.
• Proven experience in transforming and structuring large datasets using Power Query, and skilled in advanced data analysis with DAX (Data Analysis Expressions) for generating deep insights and calculations.
• Expertise in Advanced Excel, including complex formulas, pivot tables, data visualization, and automation to support robust data analysis and reporting.
