Job summary

Portsmouth City Council is seeking a Data Intelligence Adviser to support Best Start in Life strategy, Best Start Family Hubs and Healthy Babies programmes. You will lead data and intelligence for services, developing information needs and sustainable data solutions.

You will merge data from systems, identify trends, and present findings to diverse audiences while designing dashboards and regular intelligence reports. Hybrid working is available with office attendance required.

Qualifications

• Experience in data, statistics, information management or systems management.

Job description

We are looking for a skilled and proactive Data Intelligence Adviser to support the implementation and evaluation of Portsmouth's Best Start in Life Strategy, Best Start Family Hubs and Healthy Babies Programme. Your work will help improve outcomes for children under five, increase the proportion of children achieving a Good Level of Development and support action to reduce health and developmental inequalities

This is a fixed term role until March 2029

About the role

You will take the lead on data and intelligence for designated services, developing a detailed understanding of their information needs and creating effective, sustainable data solutions.

You will bring together information from different systems, identify trends in demand, activity, need and outcomes, and present your findings clearly to a range of audiences. You will design and maintain high-quality data products that enable leaders to make informed decisions about resources and priorities.

A key part of the role will be supporting the development and maintenance of Early Years and Family Hubs datasets within the Insight Hub. You will develop Best Start in Life dashboards, produce regular intelligence reports and lead the quarterly validation and submission of Best Start Family Hubs and Healthy Babies impact returns to government departments.

You will also contribute to annual impact reporting and work with partners and Information Governance colleagues to establish appropriate data-sharing agreements and ensure information is handled safely and securely.

The role requires flexibility, as you will work across the Strategic Intelligence Service to respond to changing priorities and provide support and cover across different service areas when required.

The Ideal candidate

You will have a relevant qualification or substantial equivalent experience in data, statistics, information management or systems management.

You will also bring:

• Strong experience of database management, interrogation and data-quality improvement.
• Substantial experience using reporting software, case management reporting tools or database interrogation tools.
• Advanced Excel skills, with the ability to manipulate, analyse and present complex information.
• The ability to explain complex data clearly and engagingly through reports, presentations and discussions.
• A strong understanding of confidentiality, data protection, information security and safeguarding responsibilities.
• Excellent communication and relationship-building skills.
• The ability to organise a demanding workload, meet deadlines and work confidently on your own initiative.
• A proactive, resilient and solution-focused approach.

Experience of education or social care case management systems, such as Synergy, Capita ONE, Mosaic or LCS, would be an advantage. Experience of master data management systems and visualisation software such as Power BI, including dashboard design and connecting to data sources, would also be desirable.
