Base pay range

The Market Intelligence & Insights (MII) function at the Financial Reporting Council (FRC) comprises three teams – Economic Analysis, Data Analytics, and Markets and Competition Research - and is a strategic enabling function providing holistic, evidence-led research and analysis to support the FRC’s work, including policy development and implementation. The MII function has adopted a matrix-working approach to deliver its work.

The MII function supports the FRC to understand the markets relevant for its work and its impact on these markets, and there is an exciting opportunity to join the Data Analytics team within the MII function to help deepen the use of data analysis, improve its application, and build understanding across the FRC in how data can inform strategy development and delivery.

The Role:

The role holder will oversee the work of junior and senior data analysts in collecting, managing and distributing data, to drive usage of market intelligence across the FRC and to support better informed policymaking.

They will also work closely with the other Data Analyst Team Leader and Head of Data Analytics to develop and embed new data solutions, including via automation, into team processes, and to contribute to the wider development of the MII function

This will include:

  • conducting and quality assuring regular and ad-hoc data monitoring and analysis, identifying trends to inform and support the effectiveness of strategy delivery
  • triaging requests from colleagues and ensure that any analysis provided answers the question and is based on the most appropriate data set. The role holder will also quality assure data and analysis provided by the data analysts.
  • leading, line-managing, and supporting the professional development of apprentices, junior and senior data analysts
  • leading on the delivery of set-piece data publications e.g. Key Facts and Trends in the Accountancy Profession
  • project managing data development projects from inception to completion, ensuring timely delivery and quality
  • managing viable, cost-effective data solutions and data sources, including assessing the effectiveness of existing sources and seeking new providers where necessary
  • ensuring that market intelligence and evidence are managed safely, securely, to the required standards and policies, and to best advantage in supporting the FRC’s work.
  • building understanding through engaging with teams across the FRC in maximising the effectiveness of the use of data

The Person:

  • proven data analytical work experience in delivering data analysis in the private or public sector or a degree in a quantitative discipline or other relevant data analyst qualifications
  • a strong understanding of the potential uses and limitations of data sources and data analysis – both technical and legal/ethical/security – in evidence-based policy making and strategy development
  • working experience of maintaining a SQL database, detailed knowledge of using programming language (python or R) to develop automation solutions into work processes
  • proficiency in languages such as SQL, Python, and R for data manipulation and analysis
  • advanced MS Excel skills and broader IT skills and experience, plus experience in the application of tools and techniques for data analysis, data visualisation and presentation, and business systems
  • strong understanding of statistical methods and tools
  • a proactive approach in communicating with leaders across the organisation and managing ‘client team’ needs
  • the willingness and capability to project manage data development projects from inception to completion, ensuring timely delivery and quality
  • the ability to manage and quality assure team outputs and work on continuous improvements

The ideal candidate will also have

  • experience of regulation, company reporting, and analysing financial statements
  • dashboard expertise, particularly using modern applications such as PowerBI
  • knowledge of digital reporting language and tools e.g. XML, XBRL and digital reporting taxonomies
  • experience in maintaining data within an Azure infrastructure including expertise in repository organisation, a deep understanding of data lake architecture and performance optimisation techniques for SQL databases
  • the ability to work closely with internal and external stakeholders to support and implement the use of new technologies and data streams
  • excellent oral and written communication skills, alongside strong ability to communicate complex concepts and present data analyses for a non-technical audience
  • good relationship management skills and experience working with ‘client teams’ to understand their needs
  • good people management skills, capable of leading difficult conversations with senior, peer and junior colleagues
  • good time management skills, and the ability to work collaboratively with colleagues on a number of pieces of work simultaneously
  • curiosity and motivation to learn new topics and ways of working
  • excellent team player with enthusiasm and energy, able to deliver under tight deadlines

The FRC operates a hybrid working arrangement, with a expectation that 40% of a person's working time will be located at one of our offices per week, with precise arrangements to be agreed between the employee and the line manager.
