Job summary

Essex County Council in Chelmsford is seeking a proactive supervisor to lead Cycle Training Instructors, overseeing their coaching, performance, and delivery of Bikeability sessions across schools and communities.

You will coach instructors, coordinate schedules, monitor performance, and ensure safe, compliant practice while building strong partnerships with local partners and stakeholders. A driving licence and mobility across the county are required.

Qualifications

• Educated to A level / RQF level 3 or equivalent.
• RQF Level 2 in Instructing Cycle Training - desirable.
• Must have a driving licence and vehicle access or mobility means to meet role requirements.

Responsibilities

• Supervise Cycle Training Instructors with coaching, feedback and performance guidance.
• Coordinate county-wide cycle training and fleet bookings with schools, instructors and cycle fleet operator.
• Deliver cycle training sessions to cover emergencies, staff absence or other operational needs.
• Support Active Travel Team in delivering policies and objectives for the Local Transport Plan and Cycling, Walking and Active Travel notes.
• Promote active travel and represent ECC at external Active Travel events to raise awareness of service objectives.
• Identify development needs and drive continuous professional development for training standards.
• Monitor progress of instructors to ensure Bikeability and organisational standards are met.
• Define annual targets within the performance management framework.
• Ensure awareness of health, safety and safeguarding requirements relevant to cycle training.

Please note this vacancy is available as a fixed term contract or secondment opportunity for up to 12 months. This role includes a requirement to work from County Hall, Chelmsford on Tuesdays. From time to time, you may also be required to attend other Essex County Council offices to meet operational needs. • Supervise Cycle Training Instructors by providing coaching, feedback, and performance guidance to ensure high-quality, consistent delivery.
• Support the induction, onboarding, initial development and coaching of new Cycle Training Instructors through structured programmes, guidance on policies and safe working practices in order to build training competence and confidence.
• Coordinate county-wide cycle training and fleet bike bookings by working closely with schools, instructors, and cycle fleet operator to ensure efficient delivery of Bikeability programme.
• Deliver cycle training sessions where required particularly to provide cover during emergencies, staff absence, or other operational pressures as to ensure consistent service to customers and minimise disruption of Bikeability programme delivery.
• Support the Active Travel Team in delivering objectives set out in key policies, including the Local Transport Plan and Cycling, Walking and Active Travel Practice Notes to achieve the objectives of the referred services.
• Promote active and sustainable travel under the Safer, Greener, Healthier campaign banner, and represent ECC at external Active Travel events and engagements, in order to raise awareness and enhance the achievements of the service objectives.
• Identify individual and team development needs, promote continuous professional development, and drive service improvements in order to enhance training standards, consistency, and customer experience.
• Monitor progress of new Cycle Training Instructors throughout probation to ensure instructors meet Bikeability and organisational standards, resulting in safe, effective, and high-quality training delivery.
• Specific individual and shared targets and objectives are defined annually within the performance management framework. Educated to 'A' level / RQF level 3 or equivalent experience
• Educated to RQF Level 2 in Instructing Cycle Training - desired
• Strong organisational skills, with the ability to manage workloads, prioritise tasks, and meet deadlines effectively
• Excellent written and verbal communication skills, with the ability to engage confidently with a wide range of audiences
• Proactive approach, demonstrating the ability to work independently and use initiative
• Ability to work collaboratively with internal and external stakeholders, fostering positive working relationships
• Awareness of health, safety and safeguarding requirements relevant to cycle training
• Experience working within a training, education, sport, transport, or similar operational environment - desired

Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
