Job summary

Lancashire County Council is recruiting a Cybersecurity Compliance Officer to strengthen cyber security across its Digital Services team in Preston. The role focuses on enabling secure, compliant delivery of digital services and managing information security strategies for the Council and its communities.

You will work with vulnerability management, threat intelligence, and security frameworks (ISO 27001, PCI, PSN, NCSC) to ensure robust protection and governance across our systems and partners.

Qualifications

  • Experience in information security and assurance, preferably in the public sector.
  • Knowledge of cyber risk management and compliance frameworks.
  • Ability to translate intelligence into actionable recommendations.
  • Understanding of relevant standards and government security programs.

Responsibilities

  • Drive security controls to address changing cyber threats.
  • Provide professional advice on information & cyber security and assurance.
  • Create and operate an information assurance framework to meet evolving needs.
  • Lead ICT staff and partners engaged in information security activities.
  • Attend conferences and training to maintain expertise in security standards.

Salary £46,142 to £51,356 per annum | Permanent, Full Time 37 hours per week | Preston/Hybrid

Lancashire County Council's in-house Digital Services team is seeking a Cybersecurity Compliance Officer to join its innovative department of more than 450 staff. This is an excellent opportunity for an experienced professional to help strengthen the Council's cyber security while supporting the delivery of modern digital services to residents and communities across Lancashire.

This vacancy will utilise your skills and experience enabling you to support the transformation of our Digital Services and add real value to the Council and its citizens. Your role will give you opportunities to:

  • Drive Digital to have the correct controls in place to address changes in the cyber threat landscape to manage and minimise risks associated with cyber.
  • Provide professional advice on all aspects of Information & Cyber Security and Assurance to colleagues across Digital Services and the Council.
  • Create and operate an Information Assurance framework, to meet evolving business needs and changing industry standards.
  • To manage ICT staff and partners engaged in Information Security and Assurance activities.
  • Attend conferences, seminars and training; to gain and maintain specific expertise in standards, strategies and best practice across government and industry relating to Information Security.

We are looking for an enthusiastic team player who is eager to demonstrate and use their expertise to understand the threat landscape in a public sector environment to ensure compliance and security are maintained to the highest standards. You will have knowledge of:

  • Vulnerability management and risk assessment processes
  • Intelligence platforms, threat feeds and information-sharing mechanisms
  • Transforming technical intelligence into actionable recommendations for defenders and decision-makers.
  • Understanding of MITRE ATT&CK, Cyber Kill Chain and intelligence lifecycle methodologies.
  • ISO 27001, PCI, PSN, NCSC Standards

Local Government Reorganisation

The Government has confirmed that local government across Lancashire will be reorganised, with the current 15 councils being replaced by four new unitary councils covering North, South, East and West Lancashire from April 2028.

If you are successful in your application, you will initially join Lancashire County Council. However, as part of the planned transition, your employment will transfer to one of the new unitary councils from April 2028, subject to the implementation of the reorganisation and relevant employment legislation.
