Job summary

Belfast City Council is seeking a senior HR professional to lead development and delivery of strategic HR services, including workforce planning, learning and equality & inclusion. The role reports to the Director of Human Resources and may deputise for them as required.

You will guide the leadership team and elected Members on issues with major implications and help drive the People Strategy across a diverse, high-performing organisation.

If appointed to the post, you will report to the Director of Human Resources and be responsible for: leading and managing the development and delivery of strategic HR services including Strategic Workforce Planning, Employability and Skills, Learning & Development including Elected Member Development, Equality, Diversity & Inclusion and Health and Wellbeing.

You will deputise for the Director of Human Resources, as and when required, within your sphere of responsibility.

You will assist and support the Director of Human Resources in leading a strong delivery-focused team and the delivery of a quality HR service across the organisation.

You will manage and monitor allocated Human Resource (HR) projects to ensure effective and efficient completion to agreed standards and work with managers and key stakeholders to meet and deliver corporate priorities.

You will provide professional guidance and support to the organisation’s leadership team, Elected Members and other officers, advising on issues with significant and strategic implications and attending Corporate Management Team (CMT) sessions as required.

You will lead in the development of, and ensure the implementation of, the department’s annual objectives and work programmes and make a high-level contribution to the management of the senior management team.
