Job summary

MTVH is seeking a Contracts Manager in the Fire Safety Team to lead the delivery of Fire Safety Regulations and Block Inspection Programs with external contractors. You will manage a programme of works, monitor budgets, and ensure services meet regulatory requirements across MTVH’s portfolio.

You will work with consultants and contractors for compliance and technical expertise, lead a small team, and drive performance and KPI targets to deliver effective fire safety inspections and improvements.

Qualifications

  • Knowledge of regulatory framework governing compliance and fire safety, repairs, sustainability or planned works.
  • Ability to run complex programmes and manage significant budgets.
  • Experience with contract administration including JCT/NEC/TPC and multi-project delivery.
  • Excellent negotiating skills and client relationship management.
  • Strong IT skills with MS Office; able to manage data and reporting.
  • Experience building relationships with contractors, stakeholders and customers.

Responsibilities

  • Monitor contractual budgets and ensure value for money across contracts under management.
  • Ensure contracts comply with statutory, regulatory and corporate requirements.
  • Develop business plans for capital works programmes.
  • Conduct staff performance reviews and regular one-to-ones.
  • Process payments in line with contract terms and MTVH regulations.
  • Review QA reports to confirm works meet standards and contract specs.
  • Chair and coordinate contract management meetings and manage Contract Administration.
  • Handle enquiries and complaints within timescales; identify improvements to prevent repeats.
  • Assist with procurement and commercial evaluation; provide contract-spec feedback for improvements.
  • Review leases and tenancy terms to align with management repair liability.

Contracts Manager / Fire Safety

This role

As the Contracts Manager in the Fire Safety Team, you will lead the delivery of the Fire Safety (England) Regulations and Block Inspection Program (Non Technical Checks). You will create and manage a programme of works with external contractors to deliver Fire Safety Inspection Regimes with MTVH’s portfolio.

You will be responsible for monitoring contract budgets and ensuring services are managed effectively, providing value for money and delivering the agreed services. You will work closely with appointed consultants and contractors who will provide support relating to statutory and regulatory compliance and technical expertise.

Key Responsibilities
  • Responsibility for contractual budget monitoring, seeking to achieve value for money throughout the life of each contract under management.
  • Ensure contracts are fully compliant with all relevant statutory, regulatory and corporate requirements.
  • Provide business plans to the organisation on a capital works program.
  • Ensure staff performance is formally reviewed in accordance with MTVH policy and that regular one to ones are held with your staff.
  • Ensure payments are made according to the terms of the contract and following MTVH financial regulations.
  • Review quality assurance inspection reports to ensure that works have been undertaken to the required standard and in accordance with the contract specification.
  • Chair and co-ordinate contract management meetings and manage all aspects of the Contract Administration function.
  • Deal with all enquiries and complaints in accordance with the timescales and procedures for such issues. Identify any changes and other improvements to reduce the likelihood of a repeat.
  • Assist with the procurement and commercial evaluation of contracts. Provide feedback on the contract specification, making recommendations on where the standard specification can be improved.
  • Review terms and conditions of leases and tenancy agreements, to ensure terms and conditions are uniformed to reflect management repair liability and charging processes (MBOA).
  • Effectively manage the operation delivery of Fire Safety Inspections to meet the requirements of the Fire Safety Regulations.
  • Leading a small team to deliver successful inspection regimes and follow on works.
  • Work with contractors to meet challenging and realistic targets to achieve all aspects of project delivery, including productivity, performance and KPI
  • Challenge poor service in line with KPIs, ensure good customer service to front line staff and residents, escalation of issues as appropriate to the contractors contract manager/s, and MTVHs internal Contract Manager.
  • Proactively request, collate and analyse information from front line staff, contractors and consultants to assist in the preparation of reports detailing programmes of work and performance (including KPIs). Ensure the data is accurate.
What you'll need to succeed
  • Familiarity and knowledge of the regulatory framework governing compliance; repairs; sustainability or planned workstreams that you will be responsible for
  • Ability to run significantly complex programmes and manage significant budgets effectively.
  • Knowledge and experience of contract administration e.g. JCT / NEC / TPC and running multiple projects at once.
  • Excellent negotiating skills and experience of developing and managing sound client relationships.
  • Excellent IT skills including Microsoft Office, particularly Word, Outlook and Excel.
  • Technical competence or training in the workstream/s you will be managing including knowledge of relevant compliance legislation

  • Experience of building and maintaining relationships with contractors, stakeholders and customers to continually improve services.
  • Experience managing or involvement procurement processes.
  • Strong understanding of the Fire Safety Regulations, along with and understanding of The Building Safety Act and Building Regulations
