Job summary

Citizen Housing is seeking an experienced Compliance Manager specialising in Mechanical & Electrical (M&E) to steer our M&E compliance strategy across 24,000 homes. The role focuses on safeguarding safety, regulatory adherence and the continuous improvement of compliance systems.

You will lead a technical team, manage high-value contracts and budgets, and work with internal teams and regulators to deliver high-quality, safe housing services.

Position: Compliance Manager - Mechanical & Electrical

Salary: £65038

Location: 4040 Lakeside, Birmingham

Hours: 37 hours, Monday to Friday

Key Responsibilities:
  • Lead the delivery of Citizen's M&E compliance programme, ensuring all statutory and regulatory requirements are met.
  • Develop and implement compliance strategies, policies and management plans in line with legislation and best practice.
  • Lead, coach and develop a team of technical specialists.
  • Oversee the repair, servicing, maintenance and replacement of M&E systems across approximately 24,000 homes.
  • Manage compliance budgets, investment programmes and high-value contractor performance.
  • Drive improvements to compliance systems and asset data, working closely with key stakeholders.
  • Monitor compliance performance, manage risk and produce reports for senior leadership.
  • Build strong relationships with internal teams, contractors and regulators to deliver high-quality, customer-focused services.
  • Maintain accurate compliance records and contribute to the ongoing development of Citizen's compliance strategy.
Qualifications and experience:

We're looking for an experienced compliance professional with a strong background in mechanical and electrical compliance within housing, property or asset management.

You’ll have:
  • A recognised qualification in either Gas (current Gas Safe registration) or Electrical Installation/Management.
  • Knowledge of Legionella (HSG274), lift management and renewable technologies.
  • A sound understanding of building infrastructure, including single and three-phase electrical systems.
  • Experience managing high-value contracts, budgets and contractor performance.Strong report writing and presentation skills for senior stakeholders.
  • Proven leadership experience, with the ability to develop high-performing teams.
  • Excellent stakeholder management skills and a proactive, organised approach to delivering safe, compliant services.
