Job summary

North Northamptonshire Council is seeking a proactive Community Safety Officer to support the Community Safety Partnership, tackling anti-social behaviour, hate crime and safeguarding across North Northamptonshire. The role involves casework, signposting, liaison with police and housing providers, maintaining records, and presenting at meetings to help multi‑agency plans.

You'll engage residents, businesses and partners to promote safety and well‑being.

Qualifications

• GCSE Maths/English or equivalent is required.
• Level 2 Award in Community Safety Casework or willingness to work towards within 2 years.
• Understanding of relevant legislation and ability to work with multi‑agency partners.

Responsibilities

• Investigate reports of anti-social behaviour and hate crime; recommend enforcement as needed.
• Coordinate with Police, housing providers, probation and victim support organisations.
• Interview victims/witnesses, gather evidence, and provide ongoing support.

We are looking for a proactive and motivated Community Safety Officer to support the delivery of the Community Safety Partnership Plan, helping to tackle crime, anti-social behaviour (ASB) and hate-related incidents across North Northamptonshire. Working as part of a dedicated Safer Communities team, you will take a coordinated and partnership-led approach to preventing and reducing anti-social behaviour and community safety concerns. You will investigate cases, support victims, prepare legal proceedings where appropriate, and work closely with a range of internal and external agencies to safeguard vulnerable individuals and improve the quality of life for residents and businesses. You will also act as a key point of contact for signposting and referrals, ensuring people receive the right support at the right time while, As a Community Safety Officer, you will work closely with residents, businesses and partner agencies to tackle anti-social behaviour, hate crime and community safety issues across North Northamptonshire. Taking a victim-focused and preventative approach, you will investigate cases, support vulnerable individuals, develop effective interventions and help create safer, stronger communities.

• Investigate reports of anti-social behaviour and hate crime, identifying appropriate solutions and recommending enforcement action where necessary.
• Work in partnership with agencies including the Police, housing providers, probation services, victim support organisations and community groups to share information and coordinate responses.
• Interview victims, witnesses and complainants, gather evidence and statements, and provide ongoing support throughout case investigations.
• Engage with alleged perpetrators to understand underlying issues and encourage access to support services that may help address their behaviour.
• Maintain accurate case records, databases and performance information, ensuring all documentation is up to date and compliant with procedures.
• Prepare case files, gather evidence and represent the Council in legal proceedings, including attending court as a witness when required.
• Support the development and delivery of community safety initiatives, prevention projects, awareness campaigns and engagement activities.
• Attend and facilitate internal and external meetings, sharing information and contributing to multi-agency plans that prevent crime, disorder and anti-social behaviour.
• Act as a key point of contact, signposting residents to appropriate services and monitoring referrals to ensure effective support is provided.
• Conduct targeted community patrols and deployments, either independently or alongside Community Safety Partnership partners, to provide a visible presence in local communities.
• Engage directly with residents, businesses and other stakeholders to address concerns, gather intelligence and support community safety initiatives.
• Monitor activity within identified hotspot locations, including areas subject to Public Space Protection Orders (PSPOs), helping to reduce anti-social behaviour and improve public confidence.
• Contribute to safeguarding vulnerable individuals and improving the quality of life for residents and businesses across North Northamptonshire, Our values define who we are and how we operate, by forming the foundation for how we interact with our customers, colleagues and provide our services. • A good general education including GCSE Maths / English or equivalent.
• A relevant qualification, or commitment to working towards and attaining within 2 years of appointment, in relation to Community Safety, for example, a Level 2 Award in Community Safety Casework.
• An understanding of community safety and anti-social behaviour legislation gained through work experience.
• Working knowledge of the Crime & Disorder Act 1998.
• Working knowledge of the Anti‑Social Behaviour, Crime & Policing Act 2014.
• An understanding of the social, economic and cultural issues surrounding crime and disorder and anti-social behaviour through either practical experience, theoretical or academic experience.
• To keep abreast with anti-social behaviour legislation, with an awareness of the delivery mechanisms and their impacts. Experience of working effectively within a political environment.
• Spoken English sufficient to enable the effective performance of the role.
• Demonstrate excellent communication skills (verbal and written) and be able to effectively engage with a range of audiences.
• Ability to independently organise own work, co‑ordinate and plan and oversee projects as required and meet deadlines.
• Collaboration and influencing skills and the ability to advocate for the Council's priorities in a complex external environment.
• Ability to establish and maintain effective working relationships with agencies outside the Council concerned with community safety and crime prevention, including the police, probation service, Primary Care Trust, voluntary and private sector.
• Experience of working to deadlines and delivering results through effective planning and organising of work.
• Demonstrate the ability to respond to change in the working environment by showing willingness to adapt and be flexible to changing circumstances; seeking advice from others when change occurs and maintaining work standards as circumstances change.
• Good IT skills and be proficient in using Microsoft Office i.e., Word, Excel, PowerPoint as well as other database systems.
