Role: Commercial Manager
Contract Length: 6 months
Location: Hybrid/London - 2-3 days on site
IR35: Inside
Pay Rate to Intermediary: £550 per day
Security Clearance: BPSS

Spinwell is recruiting for a Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE COMMERCIAL MANAGER

  • Scoping of the existing contracts within the client and creating a mature Commercial operation for the client.
  • Creation and continual review of the commercial pipeline, commercial assurance logs, commercial risks/ issues register.
  • Integrating into the Commercial team to deliver technology procurements at pace and provide commercial support to stakeholders.
  • End to end procurements within a highly regulated environment. Working with DISIT Commercial to move through governance including EME, requirements gathering, procurement strategy, procurement timetable, evaluation models, pricing models, contract tiering. contract management plan, contract award, contract notice.
  • Inclusion of robust KPIs, SLAs, and Social Value metrics.
  • Understanding of the Model Services Contract (MSC) and combined schedules, G Cloud 14 and Digital Outcomes terms and conditions.
  • Production of contract management plans for all contracts with an understanding of client reporting obligations under Gold/ Silver tiered contracts.
  • Working with the comms team to coordinate proactive and reactive communication strategies on high profile contract awards.
  • Contract redactions prior to contract notice publication.
  • Contract management meetings with key stakeholders to track deployment progress, Statements of Works, burn rates, extensions, risks/ issues.
  • Knowledge share of commercial best practices and lessons learned with the commercial team (outside the programme). Producing a knowledge share log/ document. Educating and raising the Programme's commercial awareness on its procurements.
  • Contributing to the continuous improvement of commercial documents and recommending efficiencies across the procurement life-cycle and commercial governance.
  • Cross commercial team working to aggregate requirements where appropriate and/ or identify existing or future contractual risks/ issues.

SKILLS/EXPERIENCE OF THE COMMERCIAL MANAGER

  • Experience in technology procurement for products/ professional services and contract management.
  • Experience in commercial technology roles in government working through a commercial governance structure to contract award.
  • Demonstrable experience of stakeholder engagement - (client facing).
  • Experience of engaging credibly and confidently with senior management and senior leaders.
  • Have the ability to work at pace without impacting quality to meet the Programme's critical milestones.
  • Have a strong understanding of contractual terms, incorporating KPIs/ SLAs/ Social Value and mitigating risks.
  • Be commercially driven to achieve savings/ best value.
  • Have proven experience balancing changing priorities and dealing with ambiguity.
  • Be willing to knowledge share and develop capability/ awareness of commercial peers and stakeholders.
  • Have strong verbal, negotiation/ clarification and influencing skills.
  • Have excellent prioritisation and organisation skills.
  • Be competent in Google applications/ MS applications - advanced excel for pricing and evaluation models.
  • Have experience using Jaggaer (procurement) and Atamis (contract management)
