Job description

The role:

This role is responsible for leading end-to-end procurement activities, from pre-procurement planning and market engagement through to contract award and administration. Key responsibilities include drafting tender documentation, evaluating bids, managing contracts, and ensuring supplier performance and payment accuracy. The postholder will also collaborate with stakeholders and other government departments, resolve supplier issues, and support the development of category management practices.

Experience in supporting or delivering a Delivery Model Assessment (DMA) is highly desirable, particularly in the context of service transformation projects.

Essential criteria include extensive full lifecycle procurement experience, strong stakeholder and communication skills, sound commercial judgement, and knowledge of public sector procurement legislation.

Key accountabilities:

  1. Lead end-to-end sourcing activities including pre-procurement, requirements definition, strategy development, market engagement, and producing tender documentation (specifications, technical and financial evaluation, and contract drafting).
  2. Evaluate bids, moderate evaluations, and manage award letters and contract signatures.
  3. Contract administration, including managing contract variations, change control, and other mechanisms.
  4. Ensure pay and performance mechanisms function correctly, validate contractor performance, and verify payment applications.
  5. Collaborate with other government departments on commercial opportunities.
  6. Lead conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Commercial Manager when needed.
  7. Support the Senior Commercial Manager and contribute to developing category management procedures, tools, and ways of working.
  8. Contribute to Delivery Model Assessments (DMA), evaluating delivery options and commercial viability, aligning commercial strategy with operational needs.

Essential Skills & Criteria:

  • Extensive procurement experience covering the full lifecycle using various procedures.
  • Strong business acumen and evidence-based decision-making skills.
  • Excellent stakeholder management and communication skills.
  • Awareness of public sector procurement legislation.
  • Relevant commercial experience.
  • E-procurement system experience (e.g., Jaggaer) is desirable.
  • Experience in supporting or leading Delivery Model Assessments (DMA), especially within government service programmes.
