Brief Description

This role sits within the Industry Partnership for Digital Railway (IPDR) area of GBRX. IPDR is bringing together track and train to deliver game-changing digital in cab signalling. This technology unlocks greater capacity, enhanced safety and a more affordable and greener railway for passengers and freight and the taxpayer. Transformation on this scale is only possible through close collaborative working across all sectors of the railway and is a real-world example of industry coming together with a common goal.

About The Role (External)

As a Commercial Manager, you will be integral to managing post-contract commercial activities and supporting pre-contract efforts for medium-value and medium-risk projects. You will leverage your expertise to ensure cost efficiency and adherence to governance standards.

You will bring experience from complex programmes or business change environments and will be keen to understand industry business models and partner priorities across various sectors. A strong grasp of governance and assurance controls for managing public money is essential, as is being a trusted expert in both pre- and post-commercial management.

Key Responsibilities:

  • Support the programme and project teams in monitoring compliance with Network Rail corporate governance and rules.
  • Manage cost reporting for allocated projects, including Cost Forecasting and Anticipated Final Cost.
  • Monitor and report on all commercial aspects of projects, proposing mitigation actions for any issues.
  • Influence decision-making from a commercial perspective and review contractor delivery.
  • Manage the assessment and valuation of contractor applications and payment certifications.
  • Provide advice on change management and produce documentation for approval.
  • Produce payment applications/invoices and manage commercial risk and claims.
  • Provide management information and analysis for informed decision-making.
  • Ensure proper retention and archiving of commercial records and undertake final account settlements.


Essential Skills and Experience:

  • Demonstrable experience in commercially managing investment projects.
  • Strong knowledge of railway and construction industry contracts and best practices.
  • Proven negotiation skills and experience in managing contracts.
  • Excellent communication skills and the ability to influence contractor behaviour.
  • Strong analytical and problem-solving skills with a proactive approach to risk management.


Desirable Skills:

  • Degree in a relevant subject.
  • Membership of a professional institute or chartered status.
  • Significant experience in a generalist commercial environment.
  • Awareness of industry issues within the railway and construction sectors.
