Balfour Beatty plc is recruiting a Commercial Manager to join the Connect Plus Services team on the M25 London Orbital project. You will lead a commercial team and act as Employer’s Agent across NEC Option C contracts, driving cost control, forecasting and strategic framework management.

The role involves monthly cost reviews, final account recommendations, KPI delivery and EMI/EVM reporting for senior leadership.

Qualifications

• Experience leading a commercial team.
• Commercial management of NEC Option C as Employer’s Agent.
• Knowledge of NEC contract operation.
• Experience in Cost Accreditation auditing.
• Experience in EVM calculations and reporting.
• Membership of or working towards a relevant professional body such as RICS/CIOB/InstCES desirable.
• CSCS card is required.

Responsibilities

• Manage a team of Quantity Surveyors acting as Employer’s Agent across Framework Contractors.
• Oversee monthly assessments of Framework Contractors’ applications.
• Lead collaborative cost reviews to price each call-off order.
• Audit costs in line with the NEC regime and agree final accounts with contractors.
• Ensure CPS KPIs are achieved and reported monthly.
• Maintain CPS forecast, EMI works and EVM data for senior management.

Commercial Manager – Balfour Beatty – Connect Plus Services (CPS)

Location: Dartford, Leatherhead or South Mimms

We have an exciting opportunity for aCommercial Managerto join ourConnect Plus Services (CPS)team, supporting the M25 London Orbital Motorway project.

CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

What you'll be doing

• Manage a team of Quantity Surveyors acting in the role of the Employer’s Agent (PQS) to a series of Framework Contractors
• Manage and be responsible for the process of monthly assessments of the Framework Contractors applications
• Take part in collaborative cost reviews to assist in pricing each of the works call off orders
• Audit cost on a regular basis in line with the Employers audit regime for all NEC Option C contracts
• Agree / make recommendations for final accounts with each of the Framework Contractors for each of their call off packages
• Ensure CPS KPIs are achieved
• Report, on a monthly basis, the performance in month and year to date of each of the Framework Contractors against AMFP and rolling forecast.
• Report, on a monthly basis, the remaining forecast for the year for each of the Framework Contractors
• Report, on a monthly basis, to the CPS Senior Team including progress, fees earned, cost to date, forecast and EVM
• Update the CPS forecast for EMI works on a monthly basis and report to the Employer
• Make applications to the Employer for all works to date for EMI works and calculate and apply for fees on framework spend
• Take part in the AMFP process each year to set the budgets for the following year
• Manage and be responsible for CPS Subcontractors undertaking PDA works, including liabilities, payments and EVM
• Preparation of monthly CVR reports and reporting to senior management
• Assist in the preparation of the annual AMFP
• Establish strategic approach to the management of the Framework Contractors
• Take part and contribute to the M25 Community events (CTSG and commercial forums)

Who we're looking for

• Previous experience of running and managing a Commercial Team
• Previous relevant experience in commercial management of NEC Option C acting as Employer’s Agent
• Detailed understanding of the operation of the NEC contract
• Experience in Cost Accreditation auditing
• Experience in EVM calculations and reporting
• Membership of a relevant professional body and/or working towards a relevant professional qualification is desirable, such as RICS/CIOB/InstCES
• A valid CSCS card is required
