Job summary

Balfour Beatty plc is seeking a Senior Project Manager for the Connect Plus Services team to support the M25 London Orbital project. The role involves leading portfolio delivery, coordinating with internal and external stakeholders, and driving performance across the programme.

Based in the UK, the role may involve travel to multiple offices and sites. A PM qualification and civil engineering background are favored, with experience in highways construction and CDM compliance.

Responsibilities

• Operate in the capacity of the Portfolio Manager in their absence.
• Develop and maintain collaborative relationships with the Portfolio Manager and stakeholders to ensure delivery objectives and review performance.
• Maintain compliance with the DBFO contract, clarify roles, manage risks, and produce reports.
• Identify and evaluate emerging risks and dependencies, escalate and implement solutions.
• Oversee global or master programme maintenance for whole portfolios.
• Allocate projects to PMs based on knowledge, experience and workload.

Senior Project Manager – Balfour Beatty – Connect Plus Services (CPS)

Location: Dartford, Leatherhead or South Mimms

We have an exciting opportunity for a Senior Project Manager to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.

CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high‑profile network requiring robust and efficient planning.

What you’ll be doing

Key responsibilities / duties:

• To operate in the capacity of the Portfolio Manager in their absence
• Develop and maintain strong collaborative relationships with the Portfolio Manager, and key internal and external stakeholders, to ensure full mutual understanding of the projects’ delivery objectives, to report on and review project performance, and to agree solutions to issues.
• Maintaining compliance with the DBFO contract clarifying roles and responsibilities within your team, resolving risks and issues in a timely manner, producing timely and accurate reports, and creating and maintaining specified records including change management.
• Identify and evaluate emerging risks, issues, dependencies, and constraints associated with the project, escalating where appropriate. Where necessary develop, agree, and implement solutions to overcome these.
• Global or master programme maintenance for whole portfolios
• Portfolio income and cost profiles, overseeing and challenging the Project Managers input.
• Client liaison on a project and portfolio level
• Project change control and reviewing processes and procedure
• Allocation of projects to PMs based on appropriate knowledge, experience, ability, and capability (workload)
• Working arrangements (shift work, need for travel etc)
• Ability and willingness to travel to other offices and depots on the network as and when required
• Periodic requirement for site visits (night shift)

Who we're looking for

• Experience in the delivery of highways construction & maintenance operations or similar transferable experience
• Project Management skills, preferably supported by recognised PM qualification, PRINCE2, APMP etc.
• Preference of minimum HNC / HND (or equivalent) in a civil engineering or other construction‑based discipline.
• Broad knowledge and understanding of other design areas.
• Understanding of Environmental requirements of schemes
• Experience of coordinating interfaces with design teams and external resources
• Understanding of H&S Requirements related to highway construction & maintenance works.
• Knowledge of CDM and other H&S legislation
• Competent in exercising the duties under CDM.
• Applicable CSCS Card
• Team leadership and management experience in driving performance and productivity
• Strong communication and stakeholder management skills
• Strong customer focus with a service delivery mindset
• Commercial understanding and budgetary control experience
• Understanding of Lean principles

Experience:

• Experience at a senior level in the delivery of highways construction & maintenance operations or similar transferable experience
• Previous experience in a similar role with demonstrable competence in relation to the majority of the responsibilities listed above.
• Experience of managing projects through complete lifecycle
