Balfour Beatty plc in Dartford, Leatherhead or South Mimms seeks an Inspections Manager to lead the annual M25 inspections programme across structures, traversal and safety categories. You will manage budgets, coordinate inspec­tions, and lead project teams, reporting to senior stakeholders while ensuring compliance with NEC contracts and H&S standards.

The role demands strong PM skills, robust stakeholder management and travel across the network, with regular site visits and occasional night

Qualifications

  • Experience delivering highways inspections across structural, mechanical/electrical, linear, drainage and safety.
  • PM qualifications (PRINCE2, APMP) are a plus.
  • Minimum HNC/HND in mechanical/electrical, civil engineering or similar.
  • Awareness of environmental requirements for inspections.

About The Role
Inspections Manager – Balfour Beatty – Connect Plus Services (CPS)
Location: Dartford, Leatherhead or South Mimms

We have an exciting opportunity for a Inspections Manager to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.

CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

What you'll be doing

The Inspections Manager delivers project objectives with respect to the six key areas of performance: Health & Safety, Quality, Cost, Environment, Delivery and People.

We are looking for a dynamic and self-motivated individual with a strong asset and inspections background to join this fast-paced team to deliver the annual M25 inspections programme. The portfolio consists of structures, mechanical/engineering, linear, drainage and safety inspections. This role will also involve direct line management of project managers, logistics managers and senior inspectors. Other requirements also include the successful delivery of the programme of tasks on time and to budget, this will include awareness of various inspections guidelines, standards and contractual completion dates.

The role will include the management of the inspections budget, this will entail compilation of cost forecasts and monthly reconciling of works completed against costs incurred. There will be procurement exercises for tendered packages of works and a good working knowledge of commercial contract administration.

Safety underpins everything we do and there is an expectation the Inspections Manager will complete 1 – 2 engagement visits per month and raise appropriate near miss or good practise reports.

Key Responsibilities / Duties
  • Stakeholder Management - Develop and maintain strong collaborative relationships with the Asset Team and key internal and external stakeholders, to ensure full mutual understanding of the inspection delivery objectives, to report on and review performance, and to agree solutions to issues.
  • Maintaining compliance with the DBFO contract clarifying roles and responsibilities within your team, resolving risks and issues in a timely manner, producing timely and accurate reports, and creating and maintaining specified records including change management.
  • Identify and evaluate emerging risks, issues, dependencies, and constraints associated with the project, escalating where appropriate. Where necessary develop, agree, and implement solutions to overcome these.
  • Lead and oversee inspections throughout the year. Informing key stakeholders of risk, issues and proposals throughout the process.
  • Income and cost profiles, overseeing and challenging the budgets and forecasts.
  • Client liaison
  • Chairing and driving regular (weekly) planning reviews.
  • Project change control and reviewing processes and procedure
  • Allocation of tasks to Inspectors based on appropriate knowledge, experience, ability, and capability (workload)
  • Work closely with Logistics team to ensure permits, certificates and site reporting are managed correctly and align to project needs
  • Managing NEC Contracts Options as Project Manager
Working Arrangements (shift Work, Need For Travel Etc)
  • Ability and willingness to travel to other offices and depots on the network as and when required
  • Periodic requirement for site visits (night shift)
  • Full Driving License
  • Attend the office 60% of the working week
Who we're looking for
Qualifications/ Skills
  • Experience in the delivery of all types of highways inspections including structural, mechanical and electrical, linear, drainage and safety.
  • Project Management skills, preferably supported by recognised PM qualification, PRINCE2, APMP etc.
  • Preference of minimum HNC / HND (or equivalent) in a mechanical and electrical, civil engineering or other construction-based discipline.
  • Understanding of Environmental requirements of inspection enablement
  • Experience of coordinating interfaces with external resources
  • Understanding of H&S Requirements related to highway inspections works.
  • Knowledge of CDM and other H&S legislation
  • Competent in exercising the duties under CDM.
  • Applicable CSCS Card
  • Team leadership and management experience in driving performance and productivity
  • Strong communication and stakeholder management skills
  • Strong customer focus with a service delivery mindset
  • Commercial understanding and budgetary control experience
  • Understanding of Lean principles
