Job Summary
Assists the In‑charge of assigned department(s) in accomplishing the nursing objectives within the division.

Actively participates in quality improvement projects to achieve desired objectives.
Responsible for the management of nursing staff assigned to provide:
- Leadership
- Supervision of a professional team
- Staff development
- Saudization
- Recruitment and retention
- Troubleshooting of problem areas
Manages the nursing service within the units or departments according to program policy and procedures, ensuring the highest standard of care with available resources.
Provides leadership to construct and facilitate a framework that supports the hospital’s nursing workforce in the provision of safe, culturally sensitive, and effective patient care.
Works with operational leaders to ensure processes are maintained that contribute to the management and support of nursing staff through quality human resource processes.
Duties and Responsibilities
Leadership and Management
- Facilitates information sharing to staff within the organization and acts as conduit for the creation of open positive communication channels.
- Ensures appropriate and timely professional orientation, performance appraisal, development, and annual job description review.
- Participates in decision making regarding nursing staff promotions, transfers, and disciplinary hearings concerning nursing practice incidents.
- Participates in the development of policies and work instructions relevant to nursing.
- Provides innovative effective leadership to maintain a positive climate, image, and reputation for the nursing service.
- Ensures professional and operational communication channels and reporting lines are understood and utilized.
- Implements the philosophy, vision, mission, and strategic plan for the PSMMC program and Nursing services in the assigned area of responsibility.
- Manages the daily operation of the Nursing services with the approved policies and procedures.
- Ensures efficient use of all Human Resources as per the hospital’s regulations: overtime, sick leave, absences, annual leave, and staff floated to other areas, study leave, maternity leave, compassionate and unpaid leave.
- Ensures cost effective utilization and storage of supplies and equipment.
- Establishes a performance improvement system in the assigned area that supports the overall objectives of the department’s performance improvement program.
- Ensures all staff credentials are according to job description and their licensure is current.
- Monitors nursing database and coordinates review and selection of candidates.
- Monitors duty rotas, overtime, and annual leave allocations.
- Develops manpower planning process in the assigned area to include evaluation of staffing requirements and effective allocation of nursing staff.
- Actively participates in the development of the management skills of immediate subordinates and gives appropriate autonomy to staff that show leadership skills.
- Promotes changes that are evidence based within the hospital’s vision and mission and motivates staff to be open to change.
- Maintains regular administrative meetings with all levels of staff.
- Deals with staff performance issues including disciplinary matters and staff appraisals.
- Serves on hospital‑wide committees, departmental committees, and nursing committees as assigned.
- Ensures all information concerning patient affairs and hospital business is confidential.
- Performs all other duties as assigned by the in‑charge of assigned department(s) or by the Director of Family and Community Medicine within the scope of the employee’s knowledge, skills, and abilities.
- Acts as nursing representative for assigned department(s) on committees and working parties as required.
- Develops, implements, and monitors nursing staff adherence to the relevant hospital‑wide policies and procedures and operational policies of assigned department(s).
- Serves on hospital‑wide committees and represents nursing departments in the internal and external functions as required.
- Maintains a positive working environment and facilitates collaborative working relationships between all nursing staff.
- Provides innovative leadership to maintain a positive climate, image, and reputation for the Nursing Services.
- Ensures efficient use of manpower (overtime and human resource management such as different leaves, benefits, and grading).
- Collects, analyzes, and submits statistical data; prepares comprehensive reports regarding service and projects within assigned department(s).
- Implements changes within the hospital’s vision, mission, values and motivates staff to adapt to organizational change.
Education and Research
- Promotes competency‑based practice that links to performance evaluation.
- Assesses the training needs of the nursing staff and participates in the formulation and delivery of general training courses in:
- Use of the hospital system
- Management Aspects of clinical administration
- Induction and orientation of hospital environment
- Customer relation to pre‑agreed level of quality
- Is responsible for individual professional growth and personal development.
- Ensures that all staff meet the requirements of yearly continuing education.
- Remains current regarding issues pertaining to healthcare and nursing at national and international level.
- Monitors, explores, and facilitates nursing education opportunities.
- Participates in the coordination of nursing education in collaboration with departmental educators to ensure planning, delivery, and evaluation of nursing education within the hospital.
- Provides all nursing staff with opportunities for growth and development through a progressive staff development program.
- Develops, implements, and evaluates competency‑based practices that support the systems of professional development.
- Keeps updated with current issues regarding healthcare patient care practice standards and new development in nursing education.
Quality Improvement
- Develops control mechanism to ensure safe standards of nursing care are provided.
- Reviews, analyzes, and evaluates the level and quality of services and initiates appropriate action when indicated.
- Acts as a resource person for identifying Quality Improvement Projects within the framework of the Quality Improvement methodology.
- Monitors occurrence variance report, investigates incidents, actions, and follow‑up.
- Participates in CQI&PS system improvement and system control.
- Maintains good public and approachable profile and is readily available to deal with complaints and problems.
- Ensures that risks are monitored, reviewed, and communicated.
- Ensures quality, appropriateness, and uniform delivery of care by:
- Establishing and monitoring standards
- Measuring actual performance against standards
- Formulating policies and procedures for nursing practice improvement measures
Nursing Practice
- Ensures that there is a system in place to monitor nursing service delivery.
- Reviews work patterns and operational policies, instituting trials as appropriate and recommends amendments.
- Ensures that staff carry out duties within their competence and that staff are formally authorized to undertake approved extended roles.
- Ensures adherence to MSD Nursing standards, generic and unit specific standards, and policies.
- Manages conflict issues in collaboration with other nursing and operational staff.
- Manages incidents of professional misconduct collaboratively and provides reports to the Consultant In‑charge.
- Promotes and facilitates compliance with current evidence‑based policies and procedures.
- Monitors Nursing standards of policies and implements changes where appropriate.
- Promotes patient focused, goal oriented and timely interventions.
- Performs other applicable tasks and duties assigned within the realm of the employee’s knowledge, skills, and abilities.

Job Requirements
Education / Licensure
- Masters Degree in Nursing or equivalent.
- Current practicing license from country of origin with valid registration from Saudi Commission for Health Specialties as a senior specialist.
Professional Experience
- Minimum of eight (8) years nursing experience in an acute hospital setting inclusive of four (4) years experience in a leadership position.
- Desirable experience in manpower planning.
- Desirable experience in healthcare nursing departments.
Specialized Knowledge
- Diversity in clinical skills.
- High standard of clinical nursing and management skills.
- Good statistical and administrative skills.
- Experience in manpower planning and budgeting.
