Job summary

Matchtech is partnering with a client to recruit a Client Project Manager / Project Officer to support highways and infrastructure projects from our Winchester office. The role offers hybrid working, regular meetings and occasional site visits to live projects.

The role requires degree-level qualifications or equivalent experience, plus proven experience delivering complex engineering schemes across the full lifecycle. Strong governance, budgeting and reporting skills are essential.

Qualifications

• Degree-level qualification, or equivalent experience, in Project Management, Engineering, Construction or a related discipline.
• Experience delivering highways, transport, infrastructure, public realm or engineering projects.
• Demonstrable experience managing engineering design and construction commissions throughout the full project lifecycle.
• Strong programme and project management skills, including governance, risk management, budget management and performance reporting.

Responsibilities

• Lead the project management of engineering design and construction commissions through development, design, procurement and implementation stages.
• Act as project lead for multidisciplinary teams, consultants and contractors delivering highways, transport, public realm and infrastructure projects.
• Develop and maintain project programmes, delivery plans, budgets, risk registers and governance documentation.
• Prepare project dashboards, reports and briefing materials to support governance, approvals and effective decision-making.
• Manage project resources, budgets and financial performance in line with approved funding allocations.
• Identify, manage and report project risks, issues, dependencies and opportunities, implementing mitigation measures where required.
• Coordinate a portfolio of commissions, managing priorities, project teams and delivery partners to meet demanding timescales.
• Support project management best practice, governance processes and capability development by mentoring Project Officers and other colleagues.

Our client is seeking a Client Project Manager / Project Officer to support the delivery of highways, transport, public realm and infrastructure projects within an Engineering Services consultancy function. This contract role is based from the Winchester offices, with hybrid working, regular meetings and occasional visits to live project sites.

Key Responsibilities:

• Lead the project management of engineering design and construction commissions through development, design, procurement and implementation stages
• Act as project lead for multidisciplinary teams, consultants and contractors delivering highways, transport, public realm and infrastructure projects
• Develop and maintain project programmes, delivery plans, budgets, risk registers and governance documentation

Job Requirements:

• Experience delivering highways, transport, infrastructure, public realm or engineering projects
• Demonstrable experience managing engineering design and construction commissions throughout the full project lifecycle
• Strong programme and project management skills, including governance, risk management, budget management and performance reporting
• Proven expertise using Microsoft Project to develop, manage, optimise and analyse project and programme schedules
• Experience coordinating multidisciplinary teams, consultants and contractors within a client-side or consultancy environment
• Good knowledge of highway, transport and engineering standards, design processes and industry best practice
• Excellent written, verbal, negotiation and relationship management skills, together with a recognised project management qualification

Working Arrangements:

• Rolling contract working 37 hours per week
• Hybrid working arrangement with contractual attendance at the Winchester offices
• Regular meetings and occasional visits to live project sites
• Ability to manage multiple projects, competing priorities and challenging delivery timescales
• Full driving licence and access to a car required to fulfil the travel requirements of the role
