Job summary

Essential Employment is recruiting a Civil Enforcement Officer for North London. The role involves patrolling streets, car parks and zones to identify contraventions, issuing PCNs, monitoring CCTV, gathering evidence and attending hearings when required.

The position requires a full UK manual driving licence and relevant parking enforcement qualifications. It is a full-time role on a temporary basis, with duties across enforcement, liaising with emergency services, and public guidance.

Qualifications

• Full clean UK manual driving licence.
• WAMITAB Certificate in Civil Parking Enforcement or City & Guilds Level 2 qualification in Parking Enforcement and Conflict Management.

Responsibilities

• Patrol streets, car parks and controlled parking zones to identify parking contraventions.
• Issue Penalty Charge Notices (PCNs) using handheld enforcement devices and mobile tech.
• Monitor CCTV systems and process parking and traffic contraventions captured by enforcement cameras.
• Ensure signs, road markings and restrictions are in place before undertaking enforcement action.
• Gather and maintain accurate evidence, including photographs, witness statements and written reports.
• Attend adjudication hearings, tribunals and court proceedings when required.
• Investigate and report Blue Badge misuse, abandoned vehicles and highway defects.
• Provide advice and guidance to the public regarding parking regulations and enforcement procedures.
• Liaise with police, emergency services, contractors, and other external agencies.
• Operate communication equipment and maintain accurate enforcement records.
• Carry out daily vehicle checks and safely operate council vehicles in line with policies.
• Ensure all enforcement activities comply with legislation, codes of practice and organisational policies.
