Job summary

Vanrath are recruiting a Services Manager on behalf of a large public sector body in Lisburn for a temporary assignment. The role leads and manages the Democratic Services Team and Facilities Management Team to deliver an effective governance and decision‑making framework for the Council.

You will oversee council meetings, maintain procedures, and manage elected members administration, while coordinating budgets, theatre facilities, and major conferences.

Qualifications

• Line management of a multi-disciplinary teams.
• Facilities management in a multi-site or complex operational environment.
• Events management.

Responsibilities

• Lead governance and decision‑making arrangements for Council, ensuring compliance with Constitution, Standing Orders and legislative requirements.
• Oversee recording of proceedings, agendas, minutes and reports for Council/Committee meetings.
• Manage Elected Members administration including statutory returns and Members travel/accommodation.
• Engage with Department for Communities on legislative changes and reflect in policies and procedures.
• Coordinate the Annual Meeting of Council and allocation of responsibilities.
• Support the Head of Service in elections planning and delivery of statutory requirements.
• Provide strategic guidance to the Mayor and Mayor’s Office for events and activities.
• Oversee running of the Mayor’s Office with governance and financial probity.
