Job summary

Smart Recruitment in Jersey seeks a Head of Procurement & Governance to lead procurement, PMO and governance across the group, advising the CFO and Exec team.

You will set strategy, manage a team, oversee supplier risk, contracts and portfolio performance, and drive value through disciplined investment decisions. This is a senior, high-impact role requiring strategic vision and strong stakeholder engagement.

Qualifications

• Significant senior experience in procurement, project or portfolio governance.
• Strong commercial and financial skills including sourcing, cost and investment analysis.
• Experience leading governance, assurance, risk and senior reporting for portfolios.
• Understanding of supplier, contract and third‑party risk management and internal controls.
• Experience advising senior leaders with clear recommendations and decisions materials.
• Proven leadership and communication skills with ability to manage competing priorities.
• Proficient with Microsoft 365 and procurement/project systems.

Responsibilities

• Develop and maintain an integrated procurement, PMO and governance strategy aligned with business priorities.
• Translate strategy into annual priorities and performance indicators for procurement and PMO.
• Provide CFO and Executive team with options on commercial value and governance interventions.
• Identify opportunities to reduce cost and improve supplier and project outcomes.
• Lead and develop the Procurement and PMO teams and drive cross-functional collaboration.
• Ensure policy, standards and delegated authority are followed across sourcing and contracts.
