Job summary

This role has been advertised by the Kent Local Medical Committee on behalf of the Kent & Medway Primary Care Provider Collaborative. Chief Executive Officer Kent & Medway Primary Care Provider Collaborative (PCPC) Flexible contract with a minimum 3 days per week. Big influence. Real system impact. Kent & Medway is creating something new a Primary Care Provider Collaborative that will give general practice and the wider primary care family a stronger, more strategic and more unified voice. Were looking for a Chief Executive who can take this from concept to reality and shape its future. This is a role for a leader who thrives in complexity and knows how to build trust fast. You will be the architect of the PCPCs mobilisation, governance and strategic direction, and position primary care as an authoritative, credible partner in the wider system.

Key Accountabilities
  • Lead the mobilisation, legal establishment and governance of the PCPC.
  • Shape and articulate a clear strategic vision for the collaborative, aligned with NHS Kent & Medway ICB priorities.
  • Position the PCPC as a credible, authoritative system partner representing primary care.

Collaborative Development & Delivery
  • Build strong, trusting relationships with the PCPC Board, ICB, Federations, and wider system partners.
  • Act as the primary interface between the PCPC, commissioners, providers and system partners.
  • Lead the development of collaborative service models, including neighbourhood development, left shift and upstream care design.
  • Establish a systematic approach to identifying opportunities for collaborative working, including horizon scanning, policy review and commissioning insight (including PSR).
Operational Leadership & Governance
  • Develop the PCPCs legal framework and establish an effective PMO function.
  • Ensure robust governance, programme oversight and accountability across all collaborative priorities.
  • Ensure the PCPC is technologically enabled, leveraging digital tools and data to support delivery.
  • Secure appropriate resources to support delivery and identify efficiencies across partners.
Engagement & Influence
  • Build trust rapidly across general practice and wider primary care.
  • Ensure effective communication and engagement with staff, communities, carers and patients.
  • Represent primary care confidently and authoritatively at system meetings.
  • Liaise with regional and national Primary Care Collaboratives to share learning and strengthen collective influence.
  • Strong relationship building and partnership skills.
  • High political acumen and credibility with senior leaders.
  • Commitment to co-production and inclusive leadership.
  • Strategic thinking, innovation and the ability to challenge conventional approaches.

Qualifications & Experience
  • Masters level qualification or equivalent experience
  • Evidence of sustained personal and professional development
  • Leadership Development, Significant experience at CEO, Executive Director, MD or equivalent senior level.
  • Senior level experience in both or either Primary Care or Community Care
  • Track record of delivering significant strategic and organisational change
  • Successfully managing significant budgets and resources
  • Significant experience leading and developing strategy across multiple partners
  • Experience providing board level leadership within regulatory environments
  • Proven track record of effective negotiations
  • Track record of achievement at executive or very senior level in a complex health environment
  • Experience building credibility with Boards, management and clinical teams
  • Proven track record of driving improvements in performance and standards of care, Primary Care contracting / commissioning knowledge and experience
  • Leading Provider Collaboratives, Federations, Alliances or other member based organisations.
