NHS Kent and Medway Integrated Care Board is seeking a Deputy Director for the Commissioning PMO to provide senior leadership in developing and delivering the commissioning cycle across the region.

The post holder will establish and strengthen governance, assurance and delivery arrangements, working with multidisciplinary teams and system partners to support CIP delivery and organisational priorities.

Qualifications

  • Educated to degree level or equivalent with senior experience in commissioning/transformation/programme management in health or public sector.
  • Programme or project management qualification or CPD in commissioning, transformation, governance or assurance.

  • Lead the development and delivery of the commissioning PMO function with governance, assurance and delivery.

Job overview

We are seeking an experienced Deputy Director – Commissioning PMO to provide senior leadership for the development and delivery of the commissioning cycle across Kent and Medway ICB.

The post holder will establish and strengthen programme management, governance, assurance and delivery arrangements across the ICB's commissioning priorities. Working closely with multidisciplinary commissioning teams, finance colleagues and system partners, the role will support delivery of organisational priorities, including the cost improvement programme.

The successful candidate will ensure robust oversight of risk, performance, benefits realisation and financial delivery, providing clear reporting and assurance to senior forums. They will play a key role in improving commissioning capability, supporting effective decision-making and embedding strong governance across the commissioning function.

This role requires a confident senior leader with strong political awareness, excellent stakeholder management skills and the ability to influence across complex health and care systems.

Main duties of the job

The post holder will lead the development and delivery of the commissioning PMO function, ensuring effective programme management, governance, assurance and delivery across the ICB's commissioning priorities.

  • Provide strategic leadership for the commissioning cycle and ensures robust systems are in place for commissioning decision making and MDT operation
  • Supports the process, of developing and agreeing the CIP plan for the organisation working across commissioning and finance to embed in commissioning plans and ensure delivery.
  • Establish and oversee robust governance, programme controls, risk management and benefit realisation frameworks across all commissioning programmes.
  • Identify, manage and resolve critical strategic interdependencies, ensuring system level grip on delivery, risk and performance.
  • Provide Executive, Committee and Board level assurance through high quality reporting, insight and analysis on programme progress, risks and outcomes.
  • Support the programme of commissioning capability development to strengthen organisational capability and drive continuous improvement.
  • Build and maintain strong relationships with Integrated Care Partnerships, system partners, NHS England and external agencies to support delivery and manage dependencies.

Qualifications and experience
  • Educated to degree level or equivalent experience, with significant senior experience leading complex commissioning, transformation or programme management functions within a health, care or public sector environment.
  • Programme or project management qualification, or evidence of continuing professional development in commissioning, transformation, governance or assurance.
Leadership and stakeholder management
  • Proven ability to lead teams and influence senior stakeholders across complex systems, including working collaboratively with finance, commissioning teams, system partners and external agencies.
  • Experience working with Integrated Care Partnerships, NHS England or other system-level partners to deliver strategic commissioning priorities
Governance, assurance and delivery
  • Strong experience of establishing governance, programme controls, risk management, benefits realisation and reporting arrangements to support delivery of complex organisational priorities.
  • Experience supporting Board, Committee or Executive-level reporting and assurance within an NHS or public sector environment.
