Job summary

West Midlands Combined Authority (WMCA) invites applications for a Change Control Manager to design and embed governance for technology change across the organisation. You will lead CAB operations, manage the enterprise change calendar, and drive release-readiness to ensure safe, auditable delivery of digital, data, OT and infrastructure changes.

Qualifications

  • Experience managing or coordinating IT, digital or OT change processes in a complex technical environment.
  • Experience applying Agile, Lean or DevOps-aligned delivery practices (e.g., Kanban, flow metrics, sprint planning, CI/CD awareness).
  • Experience facilitating CABs, release cycles or readiness reviews.
  • Experience coordinating technical teams across multiple projects or product teams.
  • Ability to interpret technical risks across networks, infrastructure, cloud, data, applications and OT.

  • Maintain high-quality data for quarterly reviews, audits and ISO controls.
  • Support weekly Ops Huddles to surface and resolve constraints and dependencies.

West Midlands Combined Authority (WMCA),

We have a brand-new role within our newly established Technology Coordination Unit at a pivotal point in the evolution of the Technology & Insight Directorate.

As Change Control Manager, you’ll have a rare opportunity to design, shape and embed the governance, coordination and assurance processes that will underpin technology change across the West Midlands Combined Authority. Sitting at the heart of the organisation, you’ll ensure that digital, data, infrastructure and operational technology changes are delivered safely, consistently and with minimal disruption to critical services.

We’re looking for someone who is driven, proactive and confident taking ownership of new processes and ways of working. You’ll be the kind of person who spots potential risks early, brings people together to resolve issues, and continually looks for opportunities to improve governance, resilience and operational effectiveness.

You’ll lead the operation of the Technology Change Advisory Board (CAB), own the enterprise-wide change calendar, and drive a robust release-readiness process that ensures every change entering live service is operationally ready, fully documented, auditable and supported. Working across Product, Data, Corporate IT, Operational Technology, Enterprise Architecture and the Corporate PMO, you’ll bring together teams, suppliers and senior stakeholders to create a disciplined and predictable flow of change.

You’ll play a key role in balancing delivery pace, operational resilience and risk, helping to reduce incidents, strengthen assurance, and enable confident delivery of technology change across a highly visible public‑sector environment.

What You Will Be Doing
  • Provide the single, consistent change governance framework across all digital, data, corporate IT and operational technology
  • Support leaders in understanding change demand on their teams
  • Promote agile and Lean working practices
  • Support capability-building by identifying skill gaps
  • Operate the emergency change pathway and coordinate service‑protecting activity
  • Maintain the Technology & Insight Directorate’s centralised change management tools, updating availability, allocations, competency profiles, and demand pipelines weekly
  • Support the Build‑to‑Run Board by ensuring releases are resourced, dependencies are understood, and readiness tasks are planned
  • Maintain high-quality data for quarterly performance reviews, audit processes, and ISO controls
  • Support weekly Ops Huddles, ensuring change constraints, scheduling issues, change collisions and multi-team dependencies are surfaced and resolved
What’s Essential
  • Experience managing or coordinating IT, digital or OT change processes in a complex technical environment
  • Experience applying Agile, Lean or DevOps‑aligned delivery practices (e.g., Kanban, flow metrics, sprint planning, CI/CD awareness)
  • Experience facilitating CABs, release cycles or readiness reviews
  • Experience of coordinating technical teams
  • Experience working in or alongside portfolio‑led environments with multiple concurrent projects or product teams
  • Practical understanding of Agile, Lean and DevOps concepts (e.g., Kanban flow, WIP limits, continuous integration, automated testing)
  • Ability to interpret technical risks across networks, infrastructure, cloud, data, applications and OT.
  • Excellent communication skills and able to build trust with stakeholders
  • Collaborative with the ability to influence
  • Knowledge of cyber security principles, NIST/ISO/NFR frameworks
  • Ability to communicate complex information clearly to senior stakeholders
Location

The location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.
