Job Description:

Our client, a large Public Sector Organisation, requires a Capital Projects Design/Development Officer based in Antrim.

Hours of work: 37 hrs per week, Mon to Friday 9 AM to 5 PM

Hourly Rate: £

Location of Post:

Based in Antrim but may be required to work from any council site within the Borough.

Main Responsibilities:
  • Manage and deliver allocated capital projects in accordance with departmental procedures and statutory obligations.
  • Maintain professional knowledge and recommend improvements.
  • Produce reports, official returns, and performance management information accurately and timely.
  • Provide design, development advice, cost management, and technical support.
  • Develop service delivery agreements and prepare tender and contract documentation.
  • Support the delivery of the Capital Programme, managing contracts and service agreements.
  • Manage projects from inception to completion, ensuring compliance with briefs, objectives, and plans.
  • Develop project briefs with sponsors/clients.
  • Identify and mitigate risks, environmental considerations.
  • Manage quality, time, and cost parameters, and report on them.
  • Represent the Council on projects; liaise with stakeholders.
  • Resolve project delivery issues promptly.
  • Maintain project systems and record procurement information.
  • Identify efficiencies and value-for-money across projects.
  • Assist with project advancement through Gateway stages.
  • Ensure budget compliance and financial data analysis.
  • Monitor contractor performance and work within funding conditions.
  • Coordinate internal and external project teams.
  • Maintain professional knowledge and ensure health and safety compliance.
  • Evaluate tenders, prepare statutory applications.
  • Participate in operational activities of the section.
  • Undertake other duties as allocated, including outside normal hours.

Qualifications - Essential:
  • Degree in a built environment discipline or professional membership.
Qualifications - Desirable:
  • Knowledge of H&S, Preventative Maintenance, QA Systems.
Experience - Essential:

At least 2 years in client project management within the last 5 years, including:

  • Delivery of capital projects, tender preparation, budget compliance, team coordination, stakeholder engagement.
Experience - Desirable:
  • Negotiation with consultants/contractors.
Key Skills & Abilities:
  • Planning, organizing, project management skills.
  • Administrative and financial skills.
Knowledge:
  • Project management tools, modern contracts, health and safety legislation.
  • Proficiency in Microsoft Office and Windows applications.
Other:
  • Valid driving license and transport.
  • Availability for after-hours work, including evenings.
