Job summary

Sandwell Metropolitan Borough Council in Oldbury, England, is seeking an Assistant Finance Business Partner (Capital) to join its Finance Division on a full-time, permanent basis. Hybrid working arrangement: 3 days in the office and 2 from home.

You will support the financial management of the Council's Capital Programme, prepare budgets and forecasts, track expenditure with project teams, and provide robust financial analysis to inform investment decisions.

Qualifications

• Part-qualified ACCA, CIMA or CIPFA, or aspiring to study towards a professional accountancy qualification.
• Interest or experience in capital finance, project accounting or financial analysis.
• Strong Excel and financial systems capability.
• Excellent communication skills and confidence working with a range of stakeholders.

Responsibilities

• Support the financial management of the Council's Capital Programme.
• Assist with the preparation, monitoring and forecasting of capital budgets.
• Work closely with project managers and service leads to track programme expenditure and funding.
• Undertake financial analysis, modelling and option appraisals to support investment and service development decisions.
• Produce financial reports and forecasts to support effective decision-making and programme governance.
• Provide financial advice, guidance and support to managers and budget holders.
• Ensure capital expenditure, funding arrangements and accounting treatments comply with relevant regulations and procedures.
• Support the completion of grant claims, reconciliations, financial returns and year-end accounting requirements.
• Assist with the development and enhancement of financial systems, reporting tools and management information.
• Support business cases and investment proposals through robust financial evaluation and challenge.
• Contribute to the continuous improvement of capital financial management processes.
