About the role:
This role will lead a team responsible for Capital Accounting and Treasury Management.

About you:
We are seeking a qualified accountant with a background in the public sector. The ideal candidate should enjoy technical accounting, be motivated, and driven to improve and change processes and behaviors within the finance team.
You should be able to work on your own initiative, be mindful of deadlines, and ensure the team functions effectively to maintain the council's activities.

What you will do:

1. Oversee and control cash-flow management activities, including short and long-term borrowing and the investment of surplus funds.
2. Maintain the Authority's Asset Register, ensuring valuations and all accounting entries comply with regulations.
3. Oversee the preparation and coordination of capital budgets and maintain systems and procedures for effective and accurate budget management and forecasting.
4. Lead the year-end process to ensure the closure of the Capital accounts is completed within the agreed timescales.
5. Liaise with External Auditors and other external bodies on all Capital Accounting matters to ensure compliance with legislation and that the Council's interests are protected.

This position requires a Standard DBS check.
