Job summary

Sandwell Metropolitan Borough Council's Digital Services IT Division seeks an experienced Business Systems Manager to lead a portfolio of Adult Social Care and Regulatory Services applications. The role is full-time and based at the Oldbury office with a hybrid pattern (3 days in the office, 2 from home).

You will oversee a team, work with service managers and suppliers, and drive improvements, governance and digital transformation aligned to frontline needs.

Sandwell Metropolitan Borough Council, Job Title: Business Systems Manager Grade/Salary: Band H, SCP 38-43 (£50,908 - £56,293 per annum) Contract Type: Full-time, Permanent Working Pattern: 37 Hours, Monday - Friday Location: Sandwell Council House, Freeth St Oldbury B69 3DE Closing Date: 17/09/2026 Sandwell Council’s Digital Services team within our IT Division is seeking an experienced Business Systems Manager on a full-time, permanent basis, to be based from its Oldbury office. The organisation works to a hybrid working model of 3 days in the office and 2 days from home. The role will lead the support, development and continuous improvement of a portfolio of business-critical applications that support Adult Social Care and Regulatory Services. This is a key leadership role within Digital Services, responsible for ensuring that application services remain reliable, secure and aligned to the needs of frontline services. Working closely with service managers, users, suppliers and colleagues across the Council, you will help drive service improvement, digital transformation and the effective use of technology to support residents and communities.

The Role
  • Lead a portfolio of Adult Social Care and Regulatory Services applications.
  • Manage and develop a team of application specialists.

  • Ensure effective governance, performance, resilience and support arrangements. Contribute to the Council's wider digital transformation ambitions.
About You

You’ll be an experienced business systems or application management professional with:

  • Educated to degree level in an IT, Business, Information Management or related discipline, or demonstrable equivalent experience.
  • Experience managing complex business applications and support services.
  • Strong leadership and stakeholder management skills.
  • Experience working with suppliers and delivering service improvements.
  • Excellent communication, analytical and problem-solving abilities.
  • A passion for delivering high-quality, customer-focused digital services.
