Job summary

Sandwell Council’s Place Division is seeking a detail-oriented Sandwell Plan Project Manager to join its Regeneration and Growth team. The post is full-time and fixed-term for 30 months with a possible extension, based in Oldbury with a hybrid pattern of 3 days in the office and 2 days at home.

You will lead the delivery of the Sandwell Plan, oversee governance, milestones, budgets and resources, and report regularly to senior stakeholders.

Qualifications

  • Membership of the Royal Town Planning Institute preferred.
  • Proven experience delivering projects, preferably in local government.
  • Experience managing budgets and working with Members.
  • Knowledge of planning system and policy adoption.

Responsibilities

  • Lead delivery of the Sandwell Plan, with governance and milestones.
  • Oversee budgets, resources and risk; provide senior reporting.
  • Coordinate Planning Policy inputs and external partners/consultants.
  • Engage elected Members and stakeholders to ensure delivery.

Grade/Salary: Band H, SCP 38-43 (£49,282 - £54,495 per annum)

Contract Type: Full-time, Fixed-term (30 months with a possible further 6-month extension)

Working Pattern: 37 Hours, Monday - Friday

Location: Sandwell Council House, Freeth St Oldbury B69 3DE

Sandwell Council’s Place Division is seeking a detail-oriented Sandwell Plan Project Manager to join its Regeneration and Growth team on a full-time, fixed-term basis for 30 months with a possible further 6-month extension, to be based from its Oldbury office. The organisation works to a hybrid working model of 3 days in the office and 2 days from home.

We are seeking an experienced Project Manager to lead the delivery of the Sandwell Plan, taking overall responsibility for project management, governance, and successful implementation. You will drive progress against key milestones, proactively manage risks and challenges, oversee project budgets and resources, and provide regular reporting to senior stakeholders. The role requires strong partnership-building skills, with the ability to engage and influence colleagues, elected members, and external stakeholders to ensure the successful delivery of this high-profile strategic programme.

About the role

The role will lead and coordinate the delivery of the Sandwell Plan, a high-profile programme that will help shape the future growth and development of the borough.

Working closely with the Planning Policy Team, you will oversee the Plan's delivery, ensuring key milestones, budgets, resources and risks are effectively managed. You will commission and manage specialist consultants, coordinate the evidence base required to support the Plan, and ensure compliance with statutory and governance requirements.

The role involves working with a wide range of stakeholders, including senior Council leaders, Cabinet Members, government departments, the West Midlands Combined Authority, neighbouring authorities and other strategic partners. You will provide regular progress updates, prepare reports for decision-making, and support consultation and engagement activities throughout the Plan's development.

This is a unique opportunity to play a leading role in delivering one of the Council's most important strategic priorities, requiring strong project management skills, political awareness and the ability to drive complex programmes through to successful completion.

About you
  • Membership of the Royal Town Planning Institute is preferred.
  • Relevant proven experience of managing the delivery of projects.
  • Experience of managing budgets. Experience of working with Members.
  • Knowledge of the planning system as it relates to the adoption of planning policy.
