Job responsibilities

The post holder will take a lead role in the administration, development, and maintenance of the Trust's Financial Management and Business Systems, ensuring system integrity, controls, interfaces, subsystems, BI tools, and all closedown requirements are properly managed.

The post-holder will be expected:

  • To be responsible for the integrity, administration, and support of all finance business systems
  • To be proactive in identifying potential system developments and provide advice on the most appropriate approach, including process automation
  • To plan and prioritize a wide-ranging annual work plan, develop timetables, and plan resources for testing cycles; liaise with colleagues, other organizations, and stakeholders to meet reporting requirements and keep systems updated
  • To provide frontline financial systems support and advice to staff, managers, and clinicians
  • To work with service providers, the all-Wales Oracle consortium, and Public Health Wales NHS Trust colleagues to develop and improve systems and practices
  • To handle complex data efficiently, utilizing technological solutions and appropriate tools
  • To ensure all-Wales system developments are risk assessed, tested, and successfully implemented locally
  • To contribute to and influence the all-Wales Oracle consortium in system development benefiting Public Health Wales NHS Trust and Wales
  • To contribute to all-Wales and internal user groups within Finance and Purchase to Pay (P2P) functions
  • To deliver improvements to end users through bespoke solutions, including robotics
  • To represent the Finance Systems Team as needed

Qualifications
  • Post-graduate level education or qualified by specialist experience in a financial, informatics, or systems environment
  • AAT (Level 4)
Experience
  • Significant experience working in the NHS related to finance, informatics, or systems
  • Customer-focused experience (internal & external)
  • Experience delivering projects and system or service changes to strict deadlines
  • Proficiency in SQL, VBA for database/report development and querying
  • Oracle Financials (all modules) administration, support, and development
Skills
  • Advanced application software skills (Excel, PowerPoint, Outlook, Word, SharePoint)
  • Willingness to learn Welsh or speak it
Knowledge
  • Understanding of finance and procurement processes
  • High technical ability related to business systems
  • Knowledge of accounting systems and requirements
  • Understanding of information processes
