Primrose Bank Medical Centre is a well-established, friendly family practice in the heart of Blackburn town centre, with a second branch near Rovers Football ground called, Ewood Medical Centre. We proudly care for nearly 9,800 patients and have built a strong reputation for delivering excellent, compassionate care to our diverse community.
Our team includes experienced GPs, pharmacists, physician associates, ACPs, nurses, HCAs, mental health practitioners, and a dedicated admin team all working together to support each other and go the extra mile for our patients.

What You'll Be Doing as Practice Business Manager
As our Practice Business Manager, you'll play a key leadership role in the day-to-day running and future development of the practice. You'll oversee the smooth operation of both sites, managing people, processes, and performance. From supporting the clinical and admin teams to ensuring we meet targets and deliver high-quality patient care, your role will be all about keeping the practice efficient, compliant, and patient-focused.

Primrose Bank Medical Centre is a long-standing, friendly GP practice with two sites—one in the heart of Blackburn town centre and another near Ewood Medical Centre. We care for a diverse patient population of nearly 9,800 and are proud of our strong reputation for delivering high-quality, patient-centred care.
We have three dedicated GP Partners and a fantastic team of ARRS roles, including pharmacists, physician associates, an ACP, and a mental health practitioner. Our nursing team includes two part-time practice nurses and a full-time healthcare assistant, all supported by a hardworking and welcoming admin team.

Primrose Bank Medical Centre is seeking an experienced and motivated Practice Business Manager to lead the operational and strategic management of the practice across two sites. You’ll be joining a supportive and established team dedicated to delivering high-quality patient care to a diverse population of nearly 9,800 patients.
As a member of North PCN, which includes five practices working collaboratively across Blackburn, you will be involved in shaping services and contributing to wider network goals.
This is a key leadership role requiring someone with solid general practice experience, ideally having led a CQC inspection and comfortable working within NHS and regulatory frameworks. You'll ensure day-to-day operations run smoothly while supporting long-term planning, staff development, compliance, and service improvement.
Key ResponsibilitiesWork closely with the Partners to develop and implement strategic and business plans.
Contribute to the wider development of North PCN, representing the practice at PCN and locality meetings.
Lead a positive and inclusive team culture that promotes accountability, innovation, and patient-centred care.
Manage the day-to-day running of both sites, including staff scheduling, service delivery, and premises oversight.
Implement systems and workflows to ensure efficiency and a high standard of care.
Liaise with ARRS roles and external stakeholders to support integrated care delivery.
Oversee budgeting, payroll, and financial planning.
Manage income streams including QOF, IIF, Enhanced Services, PCN funding, and private work.
Ensure timely and accurate claims, reporting, and contract compliance.
Lead on recruitment, induction, training, appraisals, and HR support for non-clinical staff.
Maintain accurate HR records and ensure employment law and best practice are followed.
Address performance issues, grievances, and absences effectively and sensitively.
Lead on CQC preparation, inspections, and action plans experience of successfully managing a CQC inspection is essential.
Ensure compliance with all regulatory requirements including GDPR, Health & Safety, and safeguarding.
Maintain and regularly update all practice policies, procedures, and risk assessments.
Oversee practice IT systems and digital tools, ensuring they support efficient and secure working.
Support the implementation of online triage, digital consultations, and workflow improvements.
Maintain business continuity and data security plans.
Oversee patient access, appointments, complaints, and feedback processes.
Ensure excellent customer service and continuity of care, especially for patients with limited digital access.
Support the development of patient engagement activities and the Patient Participation Group (PPG).
