Business Advisor – HR/Workforce Development (Construction)

Manchester (Hybrid Working)

Up to £42,000 per annum

Full Time – Permanent

Job Description:

We’re looking for a Business Advisor with significant HR experience in the construction industry to join a team focused on workforce development across Greater Manchester. In this role, you’ll work directly with construction employers to provide practical, sector-specific advice on people strategy, recruitment, retention, and upskilling.

Your knowledge of employment practices within construction – from site-level operations to organisational development – will be key in helping businesses build inclusive, future-ready workforces aligned to the region’s green growth and housing targets.

• Key Responsibilities:Build strong, trusted relationships with construction employers across Greater Manchester.
• Advise on HR best practice in a construction setting, including workforce planning, recruitment, and staff retention.
• Support businesses with practical guidance on employment structures, training plans, and site-specific workforce challenges.
• Collaborate with sector leads to address skills shortages and meet housing and green construction targets.
• Encourage inclusive employment practices and promote routes into construction for underrepresented groups.
• Conduct workforce diagnostics to identify gaps, risks, and development opportunities.
• Work with colleges, training providers and industry partners to shape responsive skills solutions.
• Accurately maintain CRM records and support ongoing service evaluation and improvement.
• Required Skills and Experience:A strong background in HR, workforce development or organisational planning within the construction industry.
• Understanding of construction site environments, employment models, and associated workforce challenges.
• Experience advising or supporting employers on recruitment, onboarding, training, and employee progression.
• Comfortable engaging with business leaders, site managers and wider stakeholders.
• Familiarity with the training and employment landscape in Greater Manchester.
• CIPD or equivalent HR qualification (or equivalent experience in a senior HR role).
• Confident using CRM and administrative systems to manage employer engagement.
