Job summary

Your World is recruiting a Chartered/Professional Building Surveyor to lead the Building Surveying team for council housing stock. The role focuses on delivering a high-quality, customer-focused service, ensuring compliance with health and safety, CDM and building regulations while managing budgets and complex projects.

Based from an office/site location with 37.5 hours per week and minimum two onsite days, the candidate will drive improvements and policy development, deputise for the Principal

Job description

To provide a comprehensive, high-quality and customer-focused Chartered / professional Building Surveying Service to the Council, supporting the effective management of maintenance and major capital improvement programmes across the housing stock.

To provide professional leadership and ensure compliance with legal, financial, time, cost and policy requirements, including relevant health and safety, environmental and building regulations.

Proposed start date: ASAP

Hours / Working Days: 37.5 hours per week / Monday to Friday, Days onsite minimum of 2days per week

Key Responsibilities

Core Responsibilities

• Lead and manage the Building Surveying team, including work allocation, programming, performance management, quality assurance and technical support.
• Oversee responsive repairs, planned maintenance, adaptations and major capital improvement programmes across Council housing stock.
• Manage complex, high-value projects from feasibility and specification through procurement, contract management, delivery and handover.
• Ensure works, contracts and procurement activity comply with Council procedures, statutory approvals, CDM, building regulations, health and safety and other relevant requirements.
• Manage budgets, priorities, risks, quality, contractor performance and programme outcomes to deliver best value.
• Provide professional surveying advice, reports, briefings and technical guidance to senior managers, Councillors, committees and other stakeholders.
• Develop and implement policies, strategies, service improvements and partnership arrangements that improve customer outcomes and service delivery.
• Investigate and resolve customer complaints, contractor disputes and significant service issues, escalating or reporting matters where required.
• Represent the Council at meetings and forums, and deputise for the Principal Contracts Manager when required.

Person Specification

Essential Qualifications & Knowledge

• Building services-related Bachelor of Science degree or equivalent professional building-related qualification.
• Minimum of 5 years' qualitative experience.
• Detailed knowledge of current building, gas and electrical-related legislation and regulations.
• Detailed knowledge of current health and safety legislation.
• Minimum IOSH Managing Safely Certificate.
• Good working knowledge of Microsoft Windows applications.
• Good knowledge of standard forms of building contract.
• Desirable Qualifications & Knowledge
• Knowledge of disability regulations.
• Membership of a building-related professional body.
• NEBOSH Health & Safety qualification.
• Local government policies and procedures knowledge.

Experience

• Extensive post-qualification experience in building surveying or a related building services discipline.
• Experience supervising staff and managing projects, risks, quality assurance and complex procedures.
• Experience working with tenants, contractors, agencies, colleagues and members of the public, including handling enquiries and resolving issues.
• Experience using databases and producing spreadsheets.
• Local Authority or Registered Social Landlord experience.
• Strong organisation, prioritisation and programming skills to deliver work to time, cost, quality and service requirements.
• Excellent communication, interpersonal, negotiation and presentation skills, including working with external organisations.
• Ability to develop practical service improvement solutions and give clear, accurate advice on complex issues.
• Ability to work effectively under pressure while maintaining quality standards and confidentiality.

Working Requirements

• Willingness and ability to work outside normal working hours when required.
• Attendance at evening meetings may be required.
