Qualifications

Responsibilities

• Lead a team of chartered surveyors and technical officers, mentoring and developing staff.
• Lead complex and high-value housing maintenance, refurbishment, and capital projects.
• Coordinate responsive repairs, planned maintenance, and major investment programmes.

Building Surveying Manager

Our client is a local authority seeking an experienced and professionally qualified Building Surveying Manager to lead its building surveying and housing maintenance function.

This is a senior position with responsibility for providing a high-quality, customer-focused building surveying service across the authority's housing stock. The successful candidate will provide professional leadership across maintenance, planned works and major capital improvement programmes, ensuring projects are delivered safely, efficiently and in accordance with statutory, financial and organisational requirements.

The Role

Reporting to senior management, you will lead a team of surveying professionals and technical officers, overseeing the allocation, programming and delivery of work while maintaining high standards of quality, safety and professional practice.

You will take a lead role in the delivery of complex and high-value projects, working closely with senior housing colleagues, contractors, professional consultants and elected members where appropriate.

• Managing, mentoring and developing a team of chartered/professional surveyors and technical officers.
• Leading complex and high-value housing maintenance, refurbishment and capital improvement projects.
• Coordinating responsive repairs, planned maintenance and major housing investment programmes.
• Managing significant budgets and ensuring projects achieve the required standards for cost, quality, programme and compliance.
• Providing professional and technical advice to senior management and preparing reports for senior leadership and governance meetings.
• Leading service improvement initiatives and developing new policies, procedures and partnership arrangements.
• Managing complex customer complaints, contractor disputes and other matters through to resolution, identifying and implementing lessons learned.
• Overseeing feasibility studies, surveys, specifications, drawings, estimates and contract documentation.
• Managing works relating to adaptation, repair, maintenance, demolition and asbestos removal.
• Ensuring appropriate statutory approvals and compliance with relevant construction, health and safety and building legislation.
• Leading significant procurement exercises, including preparation of specifications and contract documentation and overseeing tendering processes.
• Project managing contracts, including monitoring progress, quality, costs, performance and health and safety.
• Developing innovative approaches to service delivery and identifying opportunities to improve value for money.
• Providing guidance and training to non-technical colleagues on building-related matters.
• Supporting the development and implementation of housing maintenance policies and strategies.

The role will also involve representing the service at relevant internal and external meetings and providing cover for senior management when required.

About You

We are looking for an experienced building surveying professional with a strong background in housing maintenance, capital programmes and project management.

You will ideally have:

• A relevant Building Services, Building Surveying or equivalent degree/professional qualification.
• Significant post-qualification experience within a building surveying or related property environment.
• Experience of managing and developing technical and professional teams.
• Strong project management experience, particularly across complex or high-value programmes.
• Detailed knowledge of relevant building, gas, electrical, health and safety and construction legislation.
• Knowledge and practical experience of contract management and standard forms of building contract.
• Experience of procurement, tendering, specification writing and contract documentation.
• Experience of budget management and delivering projects to agreed cost, quality and programme requirements.
• Experience of working with contractors, consultants, tenants/customers and other stakeholders.
• Strong understanding of risk management and regulatory compliance.
• Excellent communication, negotiation and presentation skills.
• The ability to analyse complex issues and provide clear, practical professional advice.
• Strong organisational skills and the ability to manage competing priorities and deadlines.
• Good IT skills, including Microsoft Office applications, databases and spreadsheets.
• Experience of working within a local authority, housing association or similar housing/property environment would be advantageous.

Qualifications

• A relevant building-related degree or equivalent professional qualification is required, together with substantial relevant experience.
• Membership of an appropriate professional body, a management qualification and/or health and safety qualifications such as IOSH or NEBOSH would be advantageous
