Job summary

ROCHFORD DISTRICT COUNCIL seeks an experienced Building Control professional to join a proactive, customer-focused team. You will help ensure buildings comply with Building Regulations and support residents and visitors across the borough.

The role involves managing diverse projects, building relationships with architects and developers, and upholding high-quality service standards. You will work under the Building Control Manager, with opportunities for flexible and hybrid working, development

Qualifications

  • A degree in Building Surveying or equivalent construction discipline.
  • MRICS, MCABE or MCIOB with corporate full membership.
  • Registered at Class 2 or 3 with the Building Safety Regulator.
  • Strong verbal and written communication skills.
  • Full current driving licence or access to a vehicle.

Responsibilities

  • Enforce Building Regulations and related legislation on large, complex projects under guidance of the Building Control Manager.
  • Promote and market the Building Control service to existing and potential clients.
  • Examine submitted applications for compliance and negotiate solutions to satisfy Regulations.
  • Authorise approvals/rejections of drawings/plans within prescribed times and perform fee checks.
  • Conduct statutory and non-statutory site inspections and provide instructions to site management to ensure compliance.
  • Prepare prosecution evidence and appear as an expert witness where required.

Please note - You must be a registered building inspector with the Building Safety Regulator, minimum class 2 or 3 to apply. Would you like to become an integral part of our successful Building Control team. We have an exciting opportunity for an experienced, qualified Building Control professional to join our supportive, modern, customer focused team, to ensure buildings are compliant and residents and visitors of the Borough for safe. You'll join our proactive customer focused Building Control team which has been involved in some exciting developments recently and also has a number of exciting projects to get involved with, including housing developments and commercial projects across the borough. You will experience plenty of variety as you manage and progress a broad range of building control projects to effective completion. In addition, you will help to grow our business by establishing and strengthening working relationships with architects, developers as well as other existing or potential clients.,

  • To ensure enforcement of the Building Regulations and associated legislation, in particular, large projects of a complex nature, under the guidance and direction of the Building Control Manager.
  • To be committed to and actively promote the Building Control Service as a high quality service and advise on new ways of promoting and marketing the service to existing and potential new clients.
  • To examine submitted applications to ensure compliance with the Building Regulations, Building Act and associated legislation and as necessary negotiate with applicants and advising on different ways to satisfy the Building Regulations in preference to summary rejection.
  • To authorise approval/rejection of drawings/plans in connection with Building Regulation applications within prescribed time periods and produce the appropriate decision notices, as well as to undertake fee checking of submitted applications as required.
  • To work on own initiative and perform statutory and non-statutory site inspections, make on the spot legal decisions and give instructions to site management to ensure compliance with the Building Regulations whilst keeping accurate / comprehensive records that can be relied upon in court and where required prepare prosecution evidence and appear as an expert witness for the Council.

We are looking for a team member who has a degree in Building Surveying or equivalent construction discipline and has corporate full membership of either MRICS, MCABE or MCIOB and must be registered at either Class 2 or 3 with the Building Safety Regulator. You must self-motivated, be able to work on own initiative and have broad experience in Building Control legislation and enforcement processes. You must have proven excellent verbal and written communication skills., Full current Driving Licence/Driver and vehicle owner or have access to driver and vehicle. Able to read and interpret scaled maps and plans. Willing to adopt a flexible approach to working arrangements when required. A degree in Building Surveying or equivalent construction discipline and corporate full membership of either MRICS, MCABE or MCIOB and must be registered at either Class 2 or 3 with the Building Safety Regulator. Good verbal communication skills both on the telephone and face to face and ability to work to critical deadlines and work effectively. Able to travel to occasional meetings/events at distant locations. Desirable qualifications/skills Local Authority Building Control experience. Able to monitor performance against objectives.
