Associate Director, Project Implementation Advisor, Procurement, Policy, Advisory Dept

The Associate Director, Project Implementation Advisor (PIA) is a lead in the PPAD Implementation team for a project portfolio in Sub-Saharan Africa (SSA). The role involves acting as a procurement and implementation specialist throughout the project cycle to minimize risks and ensure robust arrangements from project development to completion. The Associate Director will contribute to policy dialogue with public procurement authorities and assist in annual procurement planning for Bank-funded projects, leveraging an extensive regional and internal network to enhance cooperation and resolve conflicts.

The role safeguards the Bank’s fiduciary responsibilities, ensuring timely and efficient project implementation in accordance with the Bank’s Procurement Policies and Rules (PPR). The Associate Director will also manage conflicts of interest and provide leadership and support to procurement team members.

This position primarily supports projects in SSA, with potential assistance in other regions as needed.

Accountabilities & Responsibilities

  • Lead the preparation of project procurement and implementation strategies, ensuring compliance with PPAD standards and minimizing risks, including preparing memos for exceptions or derogations from policies.
  • Assess risks, procurement, contractual arrangements, and client capacity, proposing mitigation measures for project success.
  • Review legal documents, including donor agreements and contracts, for compliance with policies and strategies.
  • For public sector projects: review and prepare no-objection documentation, contracts, and amendments to ensure compliance and mitigate procurement complaints.
  • Engage in policy dialogue with procurement authorities and stakeholders, enhancing cooperation and resolving conflicts.
  • Prepare and monitor procurement activities and disbursement forecasts to ensure timely project implementation and disbursement of funds.
  • Manage the selection and contracting processes for consulting assignments during project structuring and implementation.

Knowledge, Skills, Experience & Qualifications

  • Degree in business administration, economics, engineering, or law; procurement qualifications (e.g., CIPS) desirable.
  • Significant practical experience in procurement and project implementation in developing or transition countries, with knowledge of risk management and modern procurement practices.
  • Experience with large-scale procurement for infrastructure and energy projects.
  • Experience in procurement capacity assessments and IFI-funded projects; familiarity with FIDIC contracts and sustainable procurement practices.
  • Thorough understanding of procurement policies and procedures.
  • Proven management skills, excellent English, and good French language skills; additional languages advantageous.
  • Strong analytical, communication, and presentation skills, with experience handling complaints and interpreting complex documents.
