Purpose of the job

The Associate Director, Project Implementation Advisor (PIA) is a lead PIA in the PPAD Implementation team for a project portfolio in Sub-Saharan Africa (SSA). The role involves acting as a procurement and implementation specialist throughout the project cycle to minimize risks and ensure robust procurement and implementation arrangements from project development to completion. The Associate Director will engage in policy dialogue with public procurement authorities and assist in annual procurement planning for Bank-funded projects, leveraging an extensive network to enhance cooperation and resolve conflicts.

The role safeguards the Bank’s fiduciary responsibilities, ensuring timely and efficient project implementation in line with the Bank’s Procurement Policies and Rules (PPR) for both private and public sectors. It also involves managing conflicts of interest between operational/business and policy issues and providing leadership within the procurement team.

This position primarily supports projects in Sub-Saharan Africa but also offers assistance to other regions as needed.

Accountabilities & Responsibilities

• Lead in preparing project procurement and implementation strategies to minimize risks and ensure compliance with the Bank’s policies, including preparing memos for exceptions or derogations from policies for relevant committees and the Board.
• Assess implementation risks, procurement and contractual arrangements, and client capacity, proposing mitigation measures to ensure project delivery aligns with strategic objectives.
• Review legal documentation and agreements related to projects, ensuring compliance with policies and strategies.
• For public sector projects: review and prepare no-objection documentation for procurement and contracts, including amendments and variations, to mitigate procurement complaint risks.
• Engage in policy dialogue with procurement authorities and stakeholders, enhancing cooperation and resolving conflicts.
• Prepare and monitor procurement activities and disbursement forecasts to ensure timely project execution and disbursement of funds.
• Manage the selection and contracting process for consulting services during project structuring and implementation.

Knowledge, Skills, Experience & Qualifications

• Degree in business administration, economics, engineering, or law; a qualification in procurement (e.g., CIPS) is desirable.
• Extensive practical experience in procurement and project implementation in developing or transition countries, with knowledge of risk management and modern procurement practices.
• Experience managing large-scale procurement for infrastructure and energy projects.
• Experience with procurement capacity assessments and IFI-funded projects.
• Knowledge of FIDIC contracts and sustainable procurement practices.
• Strong management, analytical, communication, and presentation skills; proficiency in English and French is required.
