Purpose of the job

The Associate Director, Project Implementation Advisor (PIA) is a key leader in the PPAD Implementation team, managing a project portfolio in Sub-Saharan Africa (SSA). This role involves acting as a procurement and implementation specialist throughout the project cycle, ensuring robust procurement and implementation arrangements from project development to completion. The role also entails engaging in policy dialogue with public procurement authorities, planning procurement activities, and leveraging regional and internal networks to facilitate cooperation and resolve conflicts.

The Associate Director, PIA ensures the Bank's fiduciary responsibilities are safeguarded and that projects are implemented efficiently and in accordance with the Bank's Procurement Policies and Rules (PPR). The role includes managing potential conflicts of interest and providing leadership and support to procurement team members. While primarily supporting SSA projects, the role may also extend assistance to other regions.

Accountabilities & Responsibilities
  1. Lead in structuring investment projects by preparing procurement and implementation strategies, complying with PPAD standards, and drafting memos for exceptions or policy deviations.
  2. Assess risks, procurement and contractual arrangements, and client capacity; propose mitigation measures to ensure project success.
  3. Review legal documents, donor agreements, and ensure compliance with procurement policies and strategies.
  4. For public sector projects: review procurement documents, contracts, and amendments to mitigate procurement complaints.
  5. Engage in policy dialogue with procurement authorities, governments, and stakeholders to enhance cooperation and resolve conflicts.
  6. Monitor and prepare procurement activities and disbursement forecasts to ensure timely project delivery.
  7. Manage terms of references and oversee the selection and contracting of consulting services during project phases.
Knowledge, Skills, Experience & Qualifications
  • Degree in business administration, economics, engineering, law, or related fields; CIPS membership desirable.
  • Extensive practical experience in procurement and project implementation in developing or transition countries, with knowledge of risk management and modern practices.
  • Experience managing large procurement operations for infrastructure and energy projects.
  • Experience with FIDIC Contracts and supporting sustainable procurement processes.
  • Strong management, analytical, communication, and presentation skills; proficiency in English and French required.
