Job summary

A global professional services firm in the United Kingdom is seeking a Recruitment and Resourcing Manager to drive large-scale projects and manage procurement strategies. The ideal candidate has a strong background in public procurement and contract management. Qualifications

  • Experience in regulated procurement, particularly Public Contracts Regulations 2015.
  • Experience with NEC and JCT contract forms.
  • Willingness to work towards MCIPs accreditation.
  • Valid (SC) Security Clearance or ability to obtain one.

Recruitment and Resourcing Manager - Infrastructure

Position: Associate Director within our growing Contract Services division in the UK.

Key Responsibilities: The successful candidate will:

  • Lead and develop an outstanding team of specialist procurement and other consultants.

Main Expectations:

  • Provide specialist procurement strategy advice to public and private sector clients.
  • Lead and manage end‑to‑end procurement services on major projects or programmes.
  • Lead and support the development of the procurement services provided by Turner & Townsend.
  • Lead and develop a team to achieve successful outcomes for our clients.
  • Manage client relationships and related commission outputs and deliverables.
  • Lead and support business development and marketing of the Contract Services team’s service proposition.
  • Lead on bid preparation and proposal documentation and support the work‑winning capability of the contract services division.
  • Support the delivery of both team and wider business targets.

Qualifications:

  • Experience in regulated procurement, particularly Public Contracts Regulations 2015.
  • Leading strategic major procurement projects or programmes for public and private sector clients.
  • Strong background in tender preparation, development and management.
  • Commission, client relationship, and people management experience.
  • Experience with NEC and JCT contract forms.
  • Desired: cross‑sector experience and a strong public procurement background.
  • Willingness to work towards MCIPs accreditation.
  • Business generation experience including bid development.
  • Preferable: degree related to construction, civil engineering, quantity surveying, law or procurement.
  • Preferable: experience in Defence, Utilities, Infrastructure (roads, rail etc.) sectors.
  • Valid (SC) Security Clearance or ability to obtain one.

  • Lead and develop key strategies and documentation for major procurement projects.
  • Manage and supervise delivery teams.
  • Build strong, professional client relationships and resolve issues.
  • Excellent communication, interpersonal and stakeholder management skills.
  • Develop supplier evaluation, commercial principles, modelling and supply chain intelligence strategies.
  • Excellent attention to detail.
