NHS Greater Manchester is seeking a senior leader to provide clinical leadership and strategic oversight for quality improvement and personalisation across the locality. You will champion formal improvement approaches and drive learning from safeguarding and LeDeR into service redesign.

Responsibilities

  • Provide clinical leadership and strategic oversight for quality improvement and personalisation across the locality.
  • Champion formal improvement approaches; National MSFs and National Structure improvement Collaboratives.
  • Drive a comprehensive quality improvement culture, integrating safeguarding, incidents, and LeDeR learns into service redesign.
  • Lead transformation and/or delivery programmes aligned to NHS GM strategy, Locality Plan and national guidance; oversee risk, assurance and governance.
  • Collaborate across the place partnership to deliver integrated models of care and accountability for outcomes.
  • Build relationships with local government partners to reduce inequalities and improve outcomes.
  • Identify underserved communities by linking data with social determinants of risk and demand.
  • Support partnership approaches between Safeguarding authorities and place arrangements to ensure robust partnerships.
  • Enable matrix working through planning, programme delivery, stakeholder engagement and team leadership.
  • Adhere to safeguarding policies and undertake mandatory safeguarding training.
  • Commit to equality, inclusion and human rights across Greater Manchester Integrated Care.

Job description

The postholder will provide clinical leadership and strategic oversight for quality improvement and personalisation across the locality, ensuring transformation programmes embed evidence-based methodologies and person-centred care. This includes championing formal improvementapproaches; National Modern Service Frameworks (MSFs) and National Structure improvement Collaboratives (Out patients, Urgent and Emergency Care, Frailty) . The post holder will drive a comprehensive quality improvement culture, integrating learning from safeguarding, incidents, and LeDeR reviews into service redesign, and amplifying the voice of patients and communities., Lead transformation and/or delivery programmes operational workstreams aligned to NHS GM strategy, the Locality Plan and national guidance. Maintain oversight of risk, assurance, and governance for the defined portfolio, ensuring alignment of clinical and organisational governance across the place health and care system.Work collaboratively across the place partnership (e.g. Local Authority, politicians, primary care networks and individual providers, hospital trusts, mental health trusts and the voluntary sector) to ensure joint working, integrated models of care, and accountability for delivery ofintegrated outcomes.

Build strong relationships with local government partners (e.g. adult social care, children's services, housing and public health) to develop a shared understanding of the population and work together to reduced inequalities, improve outcomes and strengthen neighbourhoodhealth.

  • Drive the ongoing identification of underserved communities by assessing the quality, performance and productivity of provision, by integrating person-level data and insights with the biological, psychological and social drivers of risk and demand.
  • Work collaboratively across multiple places and/or across GM as requiredo Support a partnership approach between the statutory Safeguarding accountabilities of NHS GM with place arrangements , providing support, leadership and communication to ensure partnerships at place are robust and effective for adults and children.

You will actively enable collaboration through service planning, programme delivery, stakeholder engagement, and team leadership. This includes considering the wider impact of decisions, driving improvement, and supporting inclusive ways of working where different perspectives are valued.

All staff must ensure they adhere to NHS GM safeguarding children and adults policy and comply with the Local Safeguarding Children and Adult Board procedures. They must be mindful of their responsibility to safeguard children and adults in any activity performed on behalf of NHS GM in line with the requirements of statutory guidance and legislation. Staff must keep up to date with safeguarding knowledge and skills by undertaking mandatory safeguarding training as specified inNHS GM safeguarding policies, which includes understanding and recognising the signs of abuse and neglect and knowing how to raise concerns when these are identified.
