Job summary

City of Doncaster Council is seeking an Assistant Engineer to support Highway Developers Agreements, delivering high-quality highway scheme development under S38/S278. Based at Civic Office, Doncaster, the role offers full-time hours and a competitive salary within Grade 8.

You will work with Highways Engineers to evaluate proposals, prepare agreements, issue permits, supervise works and ensure adherence to standards and safety regulations. Flexible working is welcomed.

Qualifications

  • Strong technical knowledge of highway engineering and construction.
  • Capacity to supervise highway works associated with S38/S278 and related agreements.
  • Awareness of CDM Regulations and health and safety legislation.

Responsibilities

  • Receive enquiries from developers regarding highway infrastructure under S38/S184/S278 and issue forms and guidance notes.
  • Assist with technical evaluation of proposed works and ensure drawings meet standards.
  • Prepare information to enable entering into S38 or S278 agreements, including drawings, fees and bonds.
  • Issue permits to work on highways per the Traffic Management Act.
  • Supervise on-site works ensuring compliance with drawings and specs.
  • Sign off completed works and issue certificates.

We have an opportunity for you. In this role, you will play an important part in delivering positive outcomes for our community. We’re looking for a motivated Assistant Engineer to support our Highways Engineers in managing and delivering Section 38 and Section 278 Agreements under the Highways Act 1980.

Duties include:

The main duties will be but not restricted to:-

  • Receive initial enquiries from developers relating to new highway infrastructure proposals under S38, S184 and S278 of the Highways Act 1980 and issue appropriate forms and guidance notes.
  • Assist/undertake technical evaluation of proposed works, ensuring that all drawings comply with the relevant standards and specifications
  • Prepare the relevant information, to allow the Council to enter a S38 or S278 Agreement. This will include drawings, technical information, fees, bonds and commuted sums.
  • Issue permits to work on the highways in accordance with the Traffic Management Act.
  • Supervise works on site ensuring compliance with drawings and specifications.
  • Sign off completed works and issue the relevant certificates.

What you will bring to the role:

The ideal candidate will have strong technical knowledge of highway engineering and construction, excellent communication and organisational skills, and the ability to effectively supervise highway works associated with Section 38, Section 184 and Section 278 Agreements. You will be able to work collaboratively with developers, contractors, consultants and other stakeholders to ensure highway schemes are delivered safely and in accordance with approved plans, specifications and relevant standards.

You will also have an awareness of the Construction (Design and Management) Regulations 2015 (CDM) and wider health and safety legislation, with the ability to identify and report risks and help ensure that highway works are delivered in a safe and compliant manner.

A knowledge of highway legislation relating to Section 38 and Section 278 Agreements would be advantageous, together with an understanding of the Traffic Management Act 2004 and its application to highway works and network management.
