Job summary

Vale of Glamorgan Council seeks an Asset Management professional to lead the administration, data collation and delivery of the Corporate Asset Management Plan. You will support the Estates Manager, deliver AMP targets and work across the Council to optimise asset use.

You will manage data quality, produce reports and participate in partner meetings, ensuring compliance with regulations and policies.

Qualifications

  • Proven experience developing and delivering Asset Management plans and strategies for a wide range of assets.
  • Experience using Asset Management databases to collate data and inform decisions.
  • Knowledge of property/office accommodation legislation and best practice in Asset Management.
  • Strong commercial acumen to manage assets and align with council objectives.
  • Ability to produce detailed options appraisals and recommendations to Senior Leaders.
  • Excellent verbal and written reporting skills.

Responsibilities

  • Administration and management of the Council’s Asset Management Plan data and surveys.
  • Assist Estates Manager in updating the Corporate Asset Management Plan and AMP targets.
  • Collation of information and preparation of written reports.
  • Assist prioritisation for Capital building and Asset renewal programmes.
  • Liaise with Facilities Manager to deliver Asset Management across Corporate Landlord buildings.
  • Ensure accurate Asset Management data on Welsh Government public sector asset database.
  • Attend meetings involving partner organisations related to Asset Management.
  • Adhere to Financial Regulations, standing orders and policies.
  • Support equality, health and safety, and environmental policies.
  • Perform other duties commensurate with grade as required.

Grade 8, SCP 26-30, £38,510 to £42,123

Hours of Work / Working Pattern

Mon to Fri, 37 Hours per week, 52 weeks per year

Description
  • Administration and Management of the Council’s Asset Management Plan to include collecting, collating, updating and distributing of all survey data (e.g. condition, DAA, suitability, sufficiency, space utilization etc) via the Council’s Asset Management software package.
  • The post holder will be responsible for assisting the Estates Manager in updating and delivering the Councils Corporate Asset Management Plan and meeting the Council’s objectives relating to Asset Management Planning generally but specifically delivering the AMP Action Plan and targets.
  • Collation of information and preparation of written reports
  • Assist in the prioritisation process for the Council’s Capital building and Asset renewal programmes.
  • Assist with the general Estates Team workload if required i.e. assisting with day-to-day enquiries, assisting with Landlord & Tenant issues etc.
  • To liaise with the Councils Facilities Manager to ensure delivery of Asset Management in Corporate Landlord Service Buildings efficiently.
  • To ensure that all Asset Management based Performance data is held accurately and supplied as and when required.
  • To ensure that the Councils asset information is current and populated as fully as possible on Welsh Government public sector asset database.
  • To attend any meetings involving the Councils partner organisations in relation to Asset Management e.g. PSB meetings
  • Ensure compliance with the Council’s Financial Regulations, Standing Orders, Policies and Procedures
  • To implement the principles of the Council’s Equal Opportunity Policy whilst carrying out the above duties
  • To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions.
  • To implement the principles of the Council's Environment Policy while carrying out the above duties.
  • To report without delay any safeguarding concerns to the appropriate safeguarding officer.
  • Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer from time to time.
About You
You will need
  • Proven Experience in developing and delivering Asset Management plans and strategies for a wide range of assets
  • Experience in

  • Experience of obtaining and collating data from Service Asset Management Plans
  • Knowledge of relevant legislation relating to property / office accommodation.
  • Knowledge of best practice in the Asset Management field
  • Knowledge of Sufficiency and Suitability Service Asset Management Planning
  • Knowledge of data led Asset decisions
  • Strong commercial acumen to manage Assets and ensure the Councils property assets are held for the correct purposes
  • Excellent verbal and written skills for reporting, with the ability to create detailed options appraisals and recommendations to Senior Leaders
  • Ability to manage a varied and full workload and work effectively under pressure
  • Ability to work effectively across all departments of the Council with a range of internal and external stakeholders
  • IT literate with a range of digital skills to support project delivery and data management
  • The ability to deliver targets by action plan target dates
  • At least 12 months experience in the Asset Management Field
  • Degree qualification in Estate Management or equivalent property related qualification
  • Ability to demonstrate organisational values and expected behaviours
  • Able to translate ideas and examples of good practice into improved service delivery
  • Confident and independent with excellent problem-solving qualities
  • Customer focused approach to project and service delivery
  • Positive and self-motivated but aware of the needs of the wider team
  • Flexible and ability to adapt to change
  • Excellent time management skills and ability to prioritise workload to meet deadlines

  • Ability to drive/travel throughout the Vale or between locations as appropriate
