Job summary

St Albans City and District Council is seeking an experienced Property and Asset Manager to oversee a broad non-housing portfolio, including operational, commercial, leisure and heritage assets.

About the role

St Albans City and District Council is seeking an experienced and strategically focused Property and Asset Manager to oversee a number of related functions with the Estates Service.

This is a key role responsible for the strategic management and performance of the Council’s diverse non-housing property portfolio, including operational, commercial, leisure and heritage, and community assets. The postholder will play a pivotal role in ensuring the Council’s estate is used effectively and sustainably, delivering maximum financial, social and community value while supporting the Council’s corporate objectives and political priorities.

Working closely with senior officers, elected members and external stakeholders, you will lead the development and implementation of asset management strategies, drive service improvement, and ensure the Council’s property assets are managed in accordance with best practice, statutory requirements, and sound commercial principles.

Please note: this role is focused on asset and estate management. Responsibility for building maintenance, repairs, facilities management and other property-related operational services sits elsewhere within the Council and does not form part of this post’s remit.

About you

We expect that you will bring a proven record of accomplishment from within the property sector. The ideal candidate will have experience of operating as a team manager in a complex organisation, with a strong understanding of property and asset management principles, ideally in a local government setting. Knowledge and understanding of property valuations is essential as this is a core part of the role.

You will possess excellent people skills allied with the proven ability to listen, explain, negotiate and influence. You will be an enthusiastic, skilled subject matter expert with excellent presentation and report writing skills.

You’ll need analytical and communication skills, political acumen, and the confidence to engage with stakeholders at all levels. The ability to effectively operate in a political environment with substantial practical and procedural knowledge of public sector practice is key.

The Council’s property function is small team with a large remit; the post holder must therefore be willing and able to get stuck in and deliver their own broad case load of transactions. At the same time, the post holder must be comfortable operating at a more strategic level, setting the direction for the wider team as well as being an experienced and competent manager of others.

You will be required to attend evening meetings and evening and weekend working as needed from time to time.
