Une collectivité recherche un(e) assistant(e) administratif(ve) pour gérer les demandes d'urbanisme et affaires foncières. Vous travaillerez sous l'autorité du Directeur Général des Services et aurez un rôle clé dans la communication avec le public ainsi que dans la rédaction et le suivi de dossiers administratifs. Ce poste à plein temps se veut un tremplin vers le secteur public pour une carrière enrichissante.

Qualifications

  • Connaissance des codes d’urbanisme et de la fiscalité publique.
  • Expérience significative de 2 à 3 ans dans un poste similaire ou dans le secteur public souhaitée.
  • Autonomie, rigueur et sens du service public.

Responsabilités

  • Mettre en œuvre la gestion et le traitement des demandes d'urbanisme.
  • Répondre aux demandes du public et gérer les correspondances administratives.
  • Suivre et instruire des Dossiers de Demandes d'Autorisation.

A contractual employee can be recruited for service needs or due to the nature of the functions when no candidate from civil servants has applied. The proposed contract cannot exceed three years, renewable up to a maximum of six years.

Job description

Under the authority of the Director General of Services and the Head of Urban Planning, you will implement the management and processing of urban planning requests and land affairs of the city.

Responsibilities / working conditions

URBANISM

  • Work in tandem with the urban planning service manager;
  • Handle telephone reception and public inquiries;
  • Secretary duties for the urban planning service: Register files, process and follow up requests, type letters, draft orders, copy documents, send mail;
  • Assist the urban planning service manager;
  • Instruction and follow-up of Urban Planning Certificates (CUa);
  • Instruction and follow-up of simple prior declarations within 1 month (works closure, facade cleaning, etc.);
  • External and internal consultations;
  • Follow-up of files including Development Tax;
  • Management of regulatory signage;
  • File classification and archiving.

LAND MATTERS

  • Instruction and follow-up of Declarations of Intent to Sell (DIA);
  • Update of the cadastral map and public information;
  • Preliminary processing of authorization requests in the absence of the service manager (registration, completeness check, sending to consultative services).

SECONDARY ACTIVITIES

  • Monitoring of public domain occupation requests in connection with the CTM and municipal police.

Profiles sought

REQUIRED SKILLS AND ATTRIBUTES

Knowledge:

  • Knowledge of regulatory codes (urban planning, construction and housing, civil law, CGCT, property of public entities, etc.);
  • Knowledge of the rules of operation and validation of Architects of Buildings of France;
  • Knowledge of public taxation.

Skills:

  • Ability to work transversally, good communication skills;
  • Ability to prioritize tasks;
  • Ability to report and simplify technical and regulatory data;
  • Proficiency with IT tools and specialized software (Operis; infogeo);
  • Good writing skills;
  • Ability to take initiatives.

Significant experience of 2 to 3 years in a similar position and/or in local government is preferred.

Working hours: 37 hours per week (variable schedule);
Annual leave: 25 days + 12 RTT days.
